“The savings from energy theft reduction will be realized in accordance with the two<br />

phases discussed above. The Company expects to increase detection <strong>of</strong> energy theft<br />

from 8 to 15 percent in 2014 -2015 due to the productivity gains and improved data<br />

analysis associated with initial deployment. The introduction <strong>of</strong> energy balancing<br />

beginning in 2015 is expected to increase the deterrent impact to 84 percent by 2016,<br />

and improve detection capabilities to 25 percent by 2016. The progression <strong>of</strong> recoveries<br />

<strong>for</strong> the life <strong>of</strong> the Project is detailed in the table below.”<br />

84.1 Would it be correct to infer that Phase 1 reflects the energy theft reduction<br />

benefits from AMI, while Phase 2 reflects the energy theft reduction benefits<br />

related to energy balancing (purchase <strong>of</strong> feeder, trans<strong>for</strong>mer and portable<br />

wireless meters plus the associated annual operational expense)? Please<br />

explain why or why not.<br />

The theft reduction benefits contemplated in Phase 1 are related to the deployment <strong>of</strong> advanced<br />

meters at customer premises. These benefits are further enhanced in Phase 2 by the addition<br />

<strong>of</strong> energy balancing. <strong>FortisBC</strong> has not estimated the benefit <strong>of</strong> each phase separately. Please<br />

also see the responses to BCUC IR1 Q78.3.1 and Q82.4.2.
