12.1 Provide the actual cost <strong>of</strong> the Supervisory Control and Data Acquisition (SCADA)<br />

systems.<br />

The <strong>FortisBC</strong> SCADA system was first installed in 1988 and underwent major upgrades in 1998<br />

and 2007. Due to the passage <strong>of</strong> time, there is very limited cost in<strong>for</strong>mation available <strong>for</strong> the<br />

1988 and 1998 installations. <strong>FortisBC</strong> would estimate the total costs <strong>of</strong> the initial SCADA system<br />

installation and the upgrades since that time as being approximately $1 to $2 Million. Note that<br />

this does not include any associated infrastructure costs <strong>for</strong> the System Control Centre building<br />

(which houses the SCADA hardware and associated operating personnel). Nor does it include<br />

the costs <strong>of</strong> the field hardware and communications systems necessary needed to support the<br />

SCADA system. These latter costs have been included in the sustaining and growth capital<br />

projects completed over the years and separating out the costs would be very difficult.<br />

12.2 Provide the actual cost <strong>of</strong> the Distribution Substation Automation Program<br />

(DSAP).<br />

The Distribution Substation Automation Program was completed in 2012 at an actual cost <strong>of</strong><br />

$6.747 million (inclusive <strong>of</strong> salvage).
