Verify meter compatibility with socket (voltage/current/number <strong>of</strong> elements)<br />

47.1.1 Has the British Columbia Safety Authority (BCSA) reviewed the meter<br />

deployment training manual?<br />

Electrical utility companies, including <strong>FortisBC</strong>, are exempt from the safety standards act<br />

administered by the BCSA. This is because electric utilities have the pr<strong>of</strong>essional engineering<br />

expertise required to safely operate the utility infrastructure to the point <strong>of</strong> delivery via the<br />

electric meter. There<strong>for</strong>e <strong>FortisBC</strong> has not submitted the manual <strong>for</strong> BCSA review.<br />

Response:<br />

47.2 Explain the risks <strong>of</strong> damaging household equipment while disconnecting a<br />

residential meter under load.<br />

There is a risk <strong>of</strong> mechanical damage to the meter base assembly when the meter is<br />

disconnected. This mechanical damage, in rare situations, may cause arcing in the meter base<br />

should energized wires touch together or touch the metallic meter enclosure. <strong>FortisBC</strong> has not<br />

observed any household equipment damage resulting from this type <strong>of</strong> failure.<br />

<strong>FortisBC</strong> is well aware <strong>of</strong> the potential <strong>for</strong> meter base damage during a meter exchange, and<br />

never reinstalls a meter be<strong>for</strong>e the meter base is repaired by a qualified electrician.
