93.1 Since the enhanced meters have a very different sampling and replacement<br />

pr<strong>of</strong>ile from the existing electro-mechanical meters, why would the meter<br />

exchange cost ever return to pre-AMI levels?<br />

<strong>FortisBC</strong> submits that new meters, whether enhanced or not, will require increased sampling<br />

frequency and compliance groups will require more samples to be removed from the population<br />

under SS-06 than under the current regulations. As well, <strong>FortisBC</strong>’s current meter population is<br />

composed <strong>of</strong> many small groups; and there<strong>for</strong>e has many more compliance groups than would<br />

be optimal.<br />

Under a full meter population replacement scenario, compliance group size would be optimized<br />

and group size would increase accordingly. Though each compliance group would have more<br />

samples pulled, more <strong>of</strong>ten; there would be fewer sample groups.<br />

94.1 Please provide the calculation <strong>of</strong> the composite CCA rate <strong>of</strong> 5.22 percent using<br />

the following table as a guideline.<br />

The Company has determined that the calculation <strong>of</strong> the composite CCA rate did not include an<br />

allocation <strong>for</strong> the PST component. The composite CCA rate was there<strong>for</strong>e understated by 0.52
