For staffing, <strong>FortisBC</strong> has anticipated adding an additional 9.5 FTEs to support the AMI<br />

system and new processes. The breakdown <strong>of</strong> these resources is as follows:<br />

• Revenue Protection Analysis Team – two resources required to analyze data<br />

coming from the AMI system, investigate specific alerts and alarms and strategically<br />

deploy energy balancing meters in high risk areas.<br />

65.1 Please detail the number <strong>of</strong> existing <strong>FortisBC</strong> revenue protection resources,<br />

including staff, contractors and consultants, that investigate energy theft.<br />

<strong>FortisBC</strong> existing revenue protection resources consist <strong>of</strong>:<br />

Response:<br />

• One staff manager utilized half-time;<br />

• One full-time contracted theft investigator;<br />

• One contracted power line technician on an as-needed basis to per<strong>for</strong>m service<br />

disconnections and install check meters on primary voltage facilities; and<br />

• One contracted private investigator on an as-needed basis to accompany the<br />

theft investigator in high risk situations and scheduled out <strong>of</strong> town investigations.<br />

65.2 Please explain the role to be per<strong>for</strong>med by these two proposed resources in<br />

deploying energy balancing meters in high risk areas, and how that integrates<br />

with the distribution metering to be installed as part <strong>of</strong> the AMI project.<br />

The two proposed resources consist <strong>of</strong> one data analyst and one power line technician.<br />

The installation <strong>of</strong> feeder meters in 2015 will require ongoing analysis <strong>of</strong> feeder data to identify<br />

which feeders and feeder sections require investigation. The data analyst will research system<br />

alerts, consumption anomalies and custom reports provided by the advanced metering system<br />

in conjunction with feeder data. This resource will deliver to the theft investigator a selection <strong>of</strong><br />

potential theft sites <strong>for</strong> follow-up as well as feeder sections that present risk. The power line<br />

technician will provide ongoing field support to the theft investigator in the deployment <strong>of</strong> feeder,<br />

trans<strong>for</strong>mer and temporary meters in the areas suggested by the data analyst.
