<strong>for</strong> disconnection <strong>for</strong> non-payment, it is current practice <strong>for</strong> <strong>FortisBC</strong> to work with the customer<br />

to set up payment arrangements and identify potential alternative resources to help address the<br />

challenge. Some <strong>of</strong> the resources a customer can potentially use to help address a payment<br />

challenge are through the use <strong>of</strong> a credit card or to set up an Equal Payment Plan.<br />

116.4 Is <strong>FortisBC</strong> planning to submit a revised “ELECTRIC TARIFF B.C.U.C. NO. 2<br />

FOR SERVICE IN THE WEST KOOTENAY AND OKANAGAN AREAS TERMS<br />

AND CONDITIONS AND RATE SCHEDULES” that updates the process<br />

proposed and related charges <strong>for</strong> disconnect/reconnect as part <strong>of</strong> this<br />

<strong>Application</strong>?<br />

The Company believes the existing language in section 6.5 <strong>of</strong> the Terms and Condition <strong>of</strong><br />

<strong>FortisBC</strong>’s Electric Tariff sufficiently supports the proposed internal process <strong>for</strong> assessing<br />

whether a customer will be disconnected (remotely or otherwise) <strong>for</strong> non-payment. As such, the<br />

Company does not believe an update to its electric tariff updating the proposed process <strong>for</strong><br />

disconnection <strong>for</strong> non-payment is required.<br />

With regard to the existing charges <strong>for</strong> meter disconnection/reconnection as detailed in<br />

Schedule 80 <strong>of</strong> <strong>FortisBC</strong>’s Electric Tariff, please refer to the response to BCUC IR1 92.2.1.<br />

117.1 How many states or provinces have permitted electric utility customers to opt-out<br />

<strong>of</strong> a smart meter program either at no-cost or <strong>for</strong> a fee? Please provide a listing.<br />

<strong>FortisBC</strong> is not aware <strong>of</strong> any states or provinces that allow opt-out <strong>for</strong> no fee.<br />

<strong>FortisBC</strong> understands that the following states and provinces permit electric utility customers to<br />

opt-out <strong>of</strong> a “smart meter” program <strong>for</strong> a fee:<br />

• Quebec;
