• Implement the Alternative 1 minimum water surface elevations shown in table<br />

5-7 of this <strong>EIS</strong>.<br />

• Implement the Alternative 1 Streamflow and Reservoir Elevation Gaging Plan<br />

with the exception of installing and operating a new gage on the North <strong>Fork</strong><br />

<strong>American</strong> <strong>River</strong> and two new gages on the lower end of the Rubicon <strong>River</strong>.<br />

• Develop a spawning habitat improvement plan for the <strong>Middle</strong> <strong>Fork</strong> <strong>American</strong><br />

<strong>River</strong> downstream of Ralston afterbay dam.<br />

• Implement the Fish Population Monitoring Plan with the exception of proposed<br />

hardhead monitoring.<br />

• File annual reports regarding the status of restoration of California Central<br />

Valley steelhead in the <strong>American</strong> <strong>River</strong> watershed with the Commission.<br />

• Implement the Alternative 1 Vegetation and Integrated Pest Management Plan.<br />

• Expand the area proposed for survey of special status plants in the Vegetation<br />

and Integrated Pest Management Plan to include a portion of the French<br />

Meadows Campground Water Supply Facility access road.<br />

• Expand the scope of the proposed preconstruction raptor nest surveys within<br />

500 feet of construction activities to include observations of special status<br />

wildlife.<br />

• Revise the Alternative 1 Recreation Plan consistent with the staff alternative,<br />

and file for Commission approval. The revised plan should:<br />

Include provisions to replace the water system infrastructure and access<br />

roads associated with the French Meadows North water system as<br />

necessary to provide water to Lewis campground; Gates group<br />

campground, Coyote group campground; McGuire picnic area; McGuire<br />

boat ramp; and French meadows recreational vehicle dump station within<br />

9 years;<br />

Reflect PCWA’s responsibility to operate and maintain the project<br />

recreation facilities without funding law enforcement;<br />

Include provisions to provide recreation opportunity marketing materials<br />

(maps and brochures). PCWA would develop the maps and brochures, and<br />

provide an electronic copy to the agencies for their own use;<br />

Include provisions to revise and update the recreation maps and brochures<br />

once every 6 years;<br />

Present geographically organized descriptions of all project recreation<br />

facilities;<br />
