Aesthetic Resources<br />

• Implement the Visual Resource Management Plan.<br />

Details of each of the proposed environmental measures are provided in section<br />

3.3, Proposed Action and Action Alternatives.<br />

2.2.5 Modifications to Applicant’s Proposal—Mandatory Conditions<br />

The following mandatory conditions have been provided by the Forest Service<br />

under section 4(e) and are evaluated in this <strong>EIS</strong>. We consider conditions 2 through 10, 12<br />

through 14, and 16 through 21 to be administrative and therefore not analyzed in our <strong>EIS</strong>.<br />

The remaining conditions are resource-specific.<br />

• Condition no. 1: Annual consultation with the Forest Service and other<br />

interested agencies regarding status of implementation of license condition,<br />

monitoring results, review of any non-routine maintenance, foreseeable<br />

changes to the project, discussion of needed protection for newly listed<br />

sensitive species, upcoming maintenance, and any planned pesticide use.<br />

• Condition no. 11: Preparation of a biological evaluation prior to constructing<br />

new project features on National Forest System (NFS) lands that may affect<br />

Forest Service special status species.<br />

• Condition no. 15: Receipt of written approval from the Forest Service prior to<br />

applying any pesticides on NFS lands.<br />

• Condition no. 22: Implement the Alternative 1 minimum flows shown in table<br />

5-3 of this <strong>EIS</strong>.<br />

• Condition no. 23: Implement the Alternative 1 pulse flows shown in table 5-4<br />

of this <strong>EIS</strong>.<br />

• Condition no. 24: Implement the ramping rates shown in tables 3.3.2-9 and<br />

3.3.2-10 of this <strong>EIS</strong>.<br />

• Condition no. 25: Release the peaking reach minimum flows specified in table<br />

5-3 during planned annual outages and concurrent unplanned outages at<br />

<strong>Middle</strong> <strong>Fork</strong> and Ralston powerhouses during May through September and<br />

peaking reach minimum flows shown in table 5-3 of this <strong>EIS</strong> when only<br />

Ralston powerhouse experiences an unplanned outage from June through<br />

September.<br />

• Condition no. 26: Develop a spawning habitat improvement plan for the<br />

<strong>Middle</strong> <strong>Fork</strong> downstream of Ralston afterbay dam to be approved by the<br />

Commission.<br />

• Condition no. 27: (a) Annually review the current list of special status plants<br />

and wildlife and if new species are added, determine if it is likely to occur on<br />

NFS lands and if so, develop a study plan to assess the effects of the project on<br />
