2. Equipment and premises<br />

Only one out of five standards deals with <strong>the</strong> equipment, that is with letterboxes.<br />

European standard 13724 contains rules on <strong>the</strong> aperture size of private<br />

letterboxes. The compromise found has not been unanimously accepted. In<br />

Austria traditional post boxes have been replaced by ones conforming to <strong>the</strong><br />

new European standard. In contrast to <strong>the</strong> old ones <strong>the</strong>y allow private mail<br />

service providers to drop <strong>the</strong>ir letters and so forth because <strong>the</strong>y have a slit. The<br />

old ones were completely closed and could only be opened by <strong>the</strong> postmen who<br />

had a key. The trouble is that now <strong>the</strong> post is accessible for everyone and<br />

everyone can easily retrieve letters if <strong>the</strong>y so wish. There is now a heated public<br />

debate on this in Austria and it may be that <strong>the</strong> standard is revised as a result.<br />
