Once <strong>the</strong> new regulators enter <strong>the</strong> scene, “lawmaking” through new regulatory<br />

techniques becomes more complicated. The different actors are mostly tied to<br />

one single regulatory field of services, although <strong>the</strong>re are horizontal issues<br />

which come across all sorts of services. That is why paving <strong>the</strong> way for new<br />

regulators facilitates <strong>the</strong> establishment of new regulatory techniques, but<br />

renders it more difficult at <strong>the</strong> same time. More than ever it will be important to<br />

get to know who is doing what, and under what regime, in <strong>the</strong> field of services.<br />
