Once <strong>the</strong> new regulators enter <strong>the</strong> scene, “lawmaking” through new regulatory<br />

regulators facilitates <strong>the</strong> establishment of new regulatory techniques, but<br />
renders it more difficult at <strong>the</strong> same time. More than ever it will be important to<br />
