e) Impact on standardisation of services<br />

These national standards will from <strong>the</strong> basis of analysing <strong>the</strong> degree to which<br />

standardisation of services takes core consumer elements into consideration.<br />

3. European <strong>Standards</strong> Bodies (CEN and CENELEC)<br />

For <strong>the</strong> sake of consistency all consumer-relevant initiatives CEN has<br />

undertaken in <strong>the</strong> last years in <strong>the</strong> field of standardisation of services have been<br />

taken into account. A first attempt to classify <strong>the</strong> different initiatives might be to<br />

distinguish between guidelines, bottom-up and bottom-down approaches. Whilst<br />

<strong>the</strong> guidelines set out factors to be considered in standard-making, <strong>the</strong><br />

distinction between <strong>the</strong> bottom-up and bottom-down approaches is more farreaching.<br />

It is suggested that standards elaborated on <strong>the</strong> basis of EC<br />

mandates (bottom-down) are supposed to be more comprehensive and more<br />

consumer-policy orientated.<br />

a) Guidelines<br />

• CEN/CENELEC Guide 6 Guidelines for standards developers to address<br />

<strong>the</strong> needs of older persons and persons with disabilities.<br />

b) Bottom-up (from <strong>the</strong> National <strong>Standards</strong> Bodies)<br />
