6.6 Implications of Spatial Planning on Transport Planning The spatial structure, land use proposals and current initiatives discussed in this chapter have an impact on transport planning and services. The main aspects to be supported from a transport perspective are summarised below : • Consolidate the existing urban structure located parallel to the east of the N1 freeway around the Evaton-Sebokeng complex and up to the CBDs of Vanderbijlpark and Vereeniging in south, i.e. residential densification and infill developments. • Strategic development areas identified along the R59 freeway that could accommodate part of the increased need for residential development in this area. • The planned infill developments betw een Ratanda and HeidelbergTow n, and the formalisation of informal settlements around Vischkuil and Devon, both being located to the north along the N17 freew ay. • The Sedibeng Precinct developments of w hich the flagship projects are: o regeneration of the historic area of Sharpeville; o creation of a Government and Cultural Precincts in the old Vereeniging CBD; and o Waterfront Development along the VaalRiver. • Establishing the Vaal Logistics Hub possibly to the w est of the Arcelor Mittal Works in Vanderbijlpark, w est of provincial route R553, south-east of the national route N1 and north-east of provincial route R57. • Implementation of the Planning Framew ork for the Southern Areas of the City of Johannesburg and Surrounds (i.e. Sedibeng and WestRandDistricts), including mainly future housing developments. 7 DEV ELOPMENT CORRIDORS This chapter identifies key development corridors aligned to the SDF for Sedibeng. 7.1 R59 Corridor 7.1.1 Study Area The R59 freew ay is an important regional route w hich connects the City of Johannesburg and Ekurhuleni w ith the Emfuleni in the south of Gauteng, and Sasolburg in the Free StateProvince. A section of the R59 freew ay runs through the MidvaalLocalMunicipality and acts as a lifeline to the southern areas of GautengProvince. This freew ay w as constructed some 30 years ago to supplement the K89 (Alberton/Vereeniging Road). The combination of the R59 freew ay, road K89 and the railw ay line running parallel to the R59 freew ay hold the potential for corridor development and a concentration of non-residential uses along this route is already evident. The R59 freew ay originates in the south of the City of Johannesburg at South Rand Road, north of the N12 freeway. It then passes through Alberton in the EkurhuleniMetropolitanMunicipality, past Meyerton in the MidvaalMunicipality and Vereeniging and Vanderbijlpark in the EmfuleniLocalMunicipality, from w here it crosses the VaalRiver into the Free StateProvincestretching to Sasolburg. The railw ay line and K89 provide strategic linkages at regional level and access to areas of economic opportunity. The K89 originates north of the Alrode industrial area at the intersection w ith Heidelberg Road. It runs through Alrode South, past Thokoza and joins up w ith the R59 in the north of the Midvaal area, from w here it runs parallel to the R59 through the Midvaal area. The railw ay line runs parallel to the east of the K89 through Alrode and Wadeville to Germiston Station, w here the main railw ay lines in Southern Africa converge. 7.1.2 Road Netw ork The development of the R59 freew ay as a corridor should be considered both in terms of the existing and planned public transport netw ork in the area. The major strategic future roads in Midvaal are: • PWV 13: A major north-south road running from Benoni and Boksburg through Midvaal linking up w ith the proposed PWV 22 in the south. • PWV 18: A major east-w est road running along the northern boundary of Midvaal. This road w ill connect the East Rand and the West Rand and traverses the R59 freew ay. • PWV 20: A major east-w est road running through the south of Midvaal and traversing the R59 freew ay. The existing road netw ork provides good connectivity betw een the north and south of Midvaal, but there is a lack of proper east-west connections at regional level.
