8 PUBLIC TRANSPORT PLAN
This chapter contains a high level overview of the Operating Licence Strategy and the
Rationalisation Plan prepared for Sedibeng.In addition, the follow ing are covered:
• institutional and organisational setup of the public transport industry;
• implementation of the national rail plan;
• mechanisms for the modal integration of rail and road-based transport modes;
• provision for metered taxis;
• provision for learner transport;
• provision for transport for special needs (people w ith disabilities and older
people); and
• management of public transport facilities.
8.1 Operating Licence Strategy
The Sedibeng OLS, 2009 should be consulted for more detailed information.
Introduction
OLS is a determination of the required supply of non-contracted public transport
capacity and defines the follow ing:
• guide Sedibeng on mini-bus taxi related interventions:
o liaise w ith OLB & Registrar;
o provide infrastructure;
o engage w ith PT Inspectorate; and
o provide administration services (TOLAB).
• public transport routes or specified groups of routes on which non-contracted
services may operate, and the number of vehicles of each capacity type that
the planning authority w ill authorise;
• number of operating licenses already active on each route or route group;
• additional operating licenses that may be granted on each route w here
required, or the surplus number of operating licenses on each route w here
there is over-supply;
• advise on potential new routes;
• alignment w ith Provincial IPTN; and
• valid from 2010 to 2014.
Status Quo
• 19 Taxi Associations in Sedibeng;
• mini-bus taxi vehicles are mostly 16-seat vehicles;
• 232 mini-bus taxi routes verified by Sedibeng;
• most routes O-Dsare w ithin Sedibeng – major portion in Emfuleni;
• inter-provincial route from Sasolburg; and
• cross-boundary route to Johannesburg.
