Recommendations • update OLS annually; • provide alternative routes for over-supply (in context of new developments in Sedibeng); • moratorium on new operating licences; • upgrade taxi facilities (in context of inter-modal facilities); • prepare Municipal By-law s for Public Transport; • maintain moratorium for new licenses (due to oversupply & IPTN); • law enforcement to focus on route compliance; and • Sedibeng to w ork closely w ith GPTRW to establish TOLAB in Vereeniging. 8.2 Rationalisation Plan The Sedibeng Ratplan, 2009 should be consulted for more detailed information. Introduction The Rationalisation Plan is required w here the planning authority has subsidised public transport services operating in, to, or from the area. The purpose of a Rationalisation Plan is: • to eliminate inefficiencies such as duplication of routes and under-utilisation of services w ithin the subsidised bus system, and betw een operators; • to create a framew ork for restructuring of tendered bus contracts to obtain a more cost effective and efficient public transport system; • to address short-term efficiencies, 2010-2014; and • to create a long-term plan to address the restructuring of the public transportation system in context of the IPTN - 2020. Status Quo • 6% of commuter trips in Sedibeng are by rail: o Vereeniging to Kw aggastroom (15 000 pax/day); and o Vereeniging to Elsburg (11 200 pax/day); • 153 subsidised bus routes; and • 35 bus ranks w ith only 2 formal facilities. • majority of operations are in Emfuleni; • no subsidised operations in Lesedi; and • there are parallel services that must be rationalised. Recommendations - Short-term Rationalisation • address oversupply on main corridors; • include added benefits such as provision for Accessible Transport in new bus contracts; • convey recommendations to DoT for new tendered contracts in Sedibeng (up to 2014); • update RatPlan annually in context of new land-use developments; • municipal by-law s for public transport required; and • extend Public Transport Law Enforcement to bus operations. Recommendations - Long-term Rationalisation: • draft IPTN prepared by GautengProvince to be finalised; • key corridors to be identified; • long-term proposals to provide trunk rail service w ith bus and taxi feeder services; • include mini-bus taxi vehicles in subsidy scheme; and • upgrade facilities to function as inter-modal facilities. In addition, CPTR information (rail, bus and mini-bus taxi) needs to be collected on a continious basis (if required) with a total overhaul every 5 th year. This activity must complyas a minimum w ith the requirements set out by DoT. 8.3 Other Public Transport Topics 8.3.1 Institutional and Organisational Setup of the Public Transport Industry Commuter rail services are provided by Metrorail in terms of a concession agreement with PRASA. Long-distance rail services are provided by Transnet’s Shosholoz a Meyl. The scheduled services operating in Sedibeng are provided by Ipeleng Transport Trust, Gauteng Coaches and Comuta. These operators have tendered contracts w ith the Gauteng Provincial Government to provide such subsidised bus services.
