Q. PRELIMINARY SUBMITTAL<br />

Four (4) sets of preliminary black <strong>and</strong> white prints of the legend sheet, Clean Base Map, Topographical Plan, Utility<br />

Plan <strong>and</strong> Profile, Highway Profiles, <strong>and</strong> Survey Control drawings including all traverse/baseline (<strong>and</strong> undeveloped<br />

area baseline, if applicable) drawings (Stamped Preliminary in RED), shall be submitted to the Commissioner <strong>for</strong><br />

approval. Included with the preliminary drawings all deliverables, as described in section “P”, shall be submitted<br />

along with dated transmittal letter. The transmittal shall be referenced to all job naming conventions such as: Project<br />

FMS ID. number, Project name, Contract FMS ID. number, <strong>and</strong> Contract Borough.<br />

A sample color print of a drawing, selected by The Commissioner, in 3-D <strong>for</strong>mat shall be included in the Preliminary<br />

submittal.<br />

R. FINAL SUBMITTAL<br />

Upon acceptance of the preliminary Clean Base Map, Topographical Plan, Utility Plan <strong>and</strong> Profile, Highway Profiles,<br />

<strong>and</strong> Survey Control drawings, the Consultant shall h<strong>and</strong> deliver to Commissioner, the following:<br />

1. A complete set of the plotted legend sheet, Clean Base Map, Topographical Plan, Utility Plan <strong>and</strong> Profile,<br />

Highway Profiles, <strong>and</strong> Survey Control drawings including all traverse/baseline (<strong>and</strong> undeveloped area baseline, if<br />

applicable) drawings, in ink, on reproducible drafting film (mylar, 4 mil) with original signature <strong>and</strong> seal of approved<br />

New York State Licensed L<strong>and</strong> Surveyor.<br />

2. Two (2) sets of paper prints of the plotted Clean Base Map, Topographical Plan, Utility Plan <strong>and</strong> Profile,<br />

Highway Profiles, <strong>and</strong> Survey Control drawings including all traverse/baseline (<strong>and</strong> undeveloped area baseline, if<br />

applicable) drawings with original signature <strong>and</strong> seal of approved New York State Licensed L<strong>and</strong> Surveyor.<br />

3. All electronic data <strong>and</strong> drawing files <strong>for</strong> the Final drawings <strong>and</strong> the survey Control Traverse, Topographic<br />

Survey in the required <strong>for</strong>mats (AutoCAD 2010 or latest edition, ASCII <strong>and</strong> 3-D).<br />

4.3 TRAFFIC STUDY PROGRAM<br />

1. Under this task the Consultant shall develop a Traffic Study Program to incorporate the traffic data <strong>and</strong> analyses<br />

<strong>requirements</strong> of all other tasks included in the Specific Requirements of this Contract, <strong>and</strong> to supplement any available<br />

traffic data <strong>and</strong> analyses as necessary. Traffic data collection <strong>and</strong> analysis shall follow the guidelines provided in Exhibit 1<br />

of Appendix III of NYCDDC Design Guidelines <strong>and</strong> Directives. The Consultant shall:<br />

a) Review available traffic/transit data <strong>and</strong>/or analyses conducted within the last three years (including Automatic<br />

Traffic Recorder (ATR) counts, manual turning movement (TM)/vehicle classification (VC) counts,<br />

pedestrian/bicycle counts, transit in<strong>for</strong>mation, travel time <strong>and</strong> delay runs, physical inventory of study location(s)<br />

<strong>and</strong> corridor(s), official <strong>and</strong> field verified signal timing, vehicular <strong>and</strong> pedestrian Levels of Service (LOS) analyses,<br />

accident data <strong>and</strong> analyses, etc.) <strong>and</strong> determine the adequacy of <strong>and</strong> need to update such data <strong>and</strong> analyses to<br />

meet the <strong>requirements</strong> of this Design program.<br />

b) Identify, utilizing the project limits as the traffic study area, the locations <strong>and</strong> types of data to be collected<br />

including the number of additional Automatic Traffic Recorder (ATR) counts, TM/VC counts, pedestrian/bicycle<br />

counts, etc. ATR counts shall be taken at all major street approaches <strong>for</strong> nine consecutive days (including two<br />

weekends) <strong>and</strong> summarized in 15-minute increments. ATR counts shall be collected <strong>and</strong> summarized in approved<br />

state (NYSDOT) <strong>and</strong> city (NYCDOT) <strong>for</strong>mats.<br />

c) Conduct TMC <strong>and</strong> pedestrian/bicycle counts at all signalized <strong>and</strong> unsignalized intersections, <strong>and</strong> locations that<br />

exhibit operational <strong>and</strong> safety concerns <strong>for</strong> the AM, midday, PM peak periods during typical midweek days<br />

(Tuesday, Wednesday, <strong>and</strong>/or Thursday) as well as on weekends (Saturday/Sunday), if deemed necessary.<br />

TMC counts shall be collected concurrently with the ATR counts <strong>and</strong> should be summarized in 15-minute<br />

increments.<br />

d) Per<strong>for</strong>m vehicle classification counts, concurrently with the TMC, <strong>and</strong> summarized in 15-minute increments <strong>for</strong><br />

each peak period to estimate heavy vehicle percentages <strong>for</strong> intersection levels of service (LOS) analyses, <strong>and</strong> to<br />

identify number of axles needed <strong>for</strong> pavement <strong>design</strong>.<br />
