c) The Consultant shall meet with <strong>and</strong> present the Preliminary MPT Plan to the Commissioner;<br />

d) Upon receipt of general concurrence from the Commissioner or direction to pursue additional alternatives<br />

<strong>and</strong>/or exp<strong>and</strong> the specificity of the MPT proposal, the Consultant shall request a review of the proposed MPT<br />

scheme by the Department of Transportation’s Office of Construction Mitigation <strong>and</strong> Coordination.<br />

C. STAGE III - FINAL MPT DEVELOPMENT. In this stage the Consultant shall:<br />

a) Develop <strong>and</strong> prepare final MPT plans <strong>and</strong> fully incorporate the final MPT plans into the composite final contract<br />

documents;<br />

b) The Consultant shall fully integrate <strong>and</strong> incorporate any comments <strong>and</strong>/or stipulations received from the<br />

Department of Transportation’s Office of Construction Mitigation <strong>and</strong> Coordination into the Composite Final Contract<br />

Documents.<br />

4.25 PREPARATION OF SPECIFICATIONS<br />

Under this task, the Consultant shall prepare <strong>and</strong> print complete sets of Specifications <strong>for</strong> the ensuing construction<br />

contract. The specifications, which shall include boiler plate, required Addenda <strong>and</strong> Bid Schedule Sheets, shall be<br />

prepared within the framework of the following parameters:<br />

1. St<strong>and</strong>ard Specifications of the Department <strong>and</strong> of the agencies having jurisdiction over various elements of the project<br />

shall be used as directed by the Commissioner.<br />

2. Addenda shall contain either modifications to st<strong>and</strong>ard items or complete descriptions <strong>for</strong> new items of work. In<br />

addition, addenda may contain special provisions <strong>for</strong> conducting the work, including but not limited to time of construction,<br />

maintenance of traffic stipulations, insurance <strong>requirements</strong>, State/Federal <strong>requirements</strong>, <strong>and</strong> incorporation of additional<br />

provisions <strong>for</strong> both private <strong>and</strong> City-Owned Utility work.<br />

3. The Specifications shall con<strong>for</strong>m to the appropriate St<strong>and</strong>ard Specifications <strong>for</strong> the various items of work involved;<br />

excepting where there is no st<strong>and</strong>ard specification <strong>for</strong> a proposed bid item or item of work, the Consultant shall prepare the<br />

necessary special specification, as an Addendum to the St<strong>and</strong>ard Specifications, <strong>and</strong> shall submit such special<br />

specification to the Commissioner <strong>for</strong> review <strong>and</strong> approval.<br />

Where required by the Commissioner, the Consultant shall prepare a justification <strong>for</strong> New York State Department of<br />

Transportation (NYSDOT) review - specifically outlining the technical circumstances requiring a new specification write-up<br />

<strong>and</strong> shall be responsible <strong>for</strong> obtaining NYSDOT approval of new specifications.<br />

4. Bid Schedule sheets will be provided to the Consultant by the Commissioner <strong>for</strong> incorporation into the Specifications.<br />

The Bid Schedule sheets will contain contract bid items listed by item number <strong>and</strong> description, presented in st<strong>and</strong>ard<br />

Departmental <strong>for</strong>mat, <strong>and</strong> will be produced in accordance with the detailed Consultant's Estimate <strong>and</strong> Scope packet<br />

produced <strong>and</strong> provided by the Consultant under other tasks included in the Specific Requirement of this Contract.<br />

5. The Consultant shall provide Supplemental Data in st<strong>and</strong>ard Departmental <strong>for</strong>mat <strong>for</strong> the Bid Schedule, as needed,<br />

<strong>and</strong> shall verify the Bid Schedule, produced by the Commissioner, <strong>for</strong> correctness.<br />

6. When directed by the Commissioner, collated <strong>and</strong> bound copies of the complete Specifications, Addenda <strong>and</strong> Bid<br />

Schedule Sheets shall be furnished by the Consultant <strong>for</strong> technical <strong>and</strong> construction reviews in accordance with the<br />

approved project schedule.<br />

7. When directed by the Commissioner, the Consultant shall prepare a draft specification in accordance with the<br />

approved project schedule.<br />

8. The Consultant shall print, inspect, <strong>and</strong> deliver to the Department the required number of collated, unbound, sets of<br />

the completed Specifications <strong>for</strong> advertisement as outlined in Section 2.5 of these General Requirements <strong>and</strong> Specific<br />

Requirements.<br />

9. During advertisement, the Consultant shall answer all questions submitted by prospective bidders <strong>and</strong>, when <strong>and</strong> as<br />

required, submit answers to DDC. DDC shall expeditiously prepare, notify <strong>and</strong> distribute addenda to prospective bidders.<br />

10. The Consultant shall continuously maintain, update <strong>and</strong> submit to the Commissioner "on dem<strong>and</strong>" (at any time during<br />

the public advertisement period) a complete bidders' inquiry <strong>and</strong> disposition report (IDR) which shall, at a minimum, identify<br />

NYC Department of Design <strong>and</strong> Construction<br />
