through the use of CCOs. In addition, it shall deal with the impact of possible delays in obtaining acquisitions on<br />

the construction program.<br />

2. The Consultant shall conduct surveys <strong>and</strong> studies <strong>and</strong> assemble data, including but not limited to the following:<br />

(a) The probable cost of the acquisitions (in dollars).<br />

(b) Any unusual problems, identified, that may be encountered in the acquisition of individual properties.<br />

(c) The probable length of time involved in the actual acquisitions.<br />

3. The Acquisition Study Report shall include the study <strong>and</strong> analysis of the data assembled, including all<br />

recommendations of the modified Preliminary Design Report.<br />

4. The Report shall recommend which locations shall be h<strong>and</strong>led by CCO, which through regular acquisition<br />

mapping procedures, <strong>and</strong> the limits of the areas that should be acquired to allow <strong>for</strong> construction to be undertaken<br />

in accordance with the <strong>design</strong>s developed under this contract.<br />

5. The Report shall include all sketches, maps, etc., that may be necessary in the presentation of the proposed<br />

mapping <strong>and</strong> subsequent acquisitions.<br />

6. The Report shall include a program, complete with a time schedule, to obtain necessary surveys <strong>and</strong> data, <strong>and</strong> to<br />

prepare Acquisition <strong>and</strong> Damage Maps.<br />

7. Identify any requirement to per<strong>for</strong>m an Environmental Assessment in accordance with applicable New York City<br />

<strong>and</strong>/or New York State Environmental laws <strong>and</strong> regulations (CEQR, SEQRA) that may result from the proposed<br />

<strong>design</strong>.<br />

8. Upon completion of the Acquisition Study, the Consultant shall prepare <strong>and</strong> deliver his findings <strong>and</strong><br />

recommendations to the Commissioner in letter-report <strong>for</strong>mat.<br />

9. Upon review <strong>and</strong> acceptance by the Commissioner of the Acquisition Study Report, including approval of the<br />

recommendations contained therein, the Consultant shall prepare the necessary documents <strong>and</strong> back-up material<br />

to enable the Commissioner to request the required Corporation Counsel Opinions.<br />

10. The Consultant shall assist the City with his <strong>engineering</strong> expertise in obtaining the CCOs as well as acquisition<br />

by Eminent Domain Procedural Laws. He shall attend necessary conferences <strong>and</strong> meetings, upon the request of<br />

the Commissioner, to present all necessary <strong>engineering</strong> data, <strong>and</strong> prepare additional backup material, as<br />

required.<br />

E. MAPPING.<br />

Upon approval of proposed acquisition by the Commissioner, the Consultant shall:<br />

1. Establish liaison with the Office of L<strong>and</strong> Use Coordination of the Department of Transportation.<br />

2. The Office of L<strong>and</strong> Use Coordination will direct the Consultant to the Office of the Borough President, <strong>and</strong> to<br />

any other involved agency <strong>for</strong> instructions as to the technique <strong>and</strong> <strong>for</strong>mat of the proposed mapping.<br />

3. The Consultant shall assemble all plotted surveys, profiles <strong>and</strong> other existing <strong>engineering</strong> data.<br />

4. The Consultant shall obtain any additional survey in<strong>for</strong>mation that is necessary.<br />

5. The Consultant shall research <strong>and</strong> review available reports, <strong>design</strong>s <strong>and</strong> documents prepared by the City or<br />

other jurisdictions relative to the site or area.<br />

6. The Consultant shall research <strong>and</strong> review all existing street mapping <strong>and</strong> legal grade systems relative to the<br />

site or area.<br />

7. The Consultant shall prepare the maps in accordance with the instructions of the Office of the Borough<br />

President <strong>and</strong> any other involved City agency, <strong>and</strong> shall coordinate his work as it progresses.<br />

8. The Consultant shall modify the maps as required by the Borough President until final approvals are<br />

obtained.<br />
