c) Conduct a general review of the mapped street systems, noting overall existing right-of-way widths,<br />

clearances between rights-of-way <strong>and</strong> building structures, <strong>and</strong> potential future encroachments <strong>and</strong>/or demolition<br />

with respect to right-of-way widening.<br />

d) Study the present street system with respect to usage by passenger <strong>and</strong> commercial vehicles.<br />

10. Upon review of all existing grades <strong>and</strong> street systems, the Consultant shall determine the impact that the raising<br />

<strong>and</strong>/or lowering of all streets to legal grade <strong>and</strong>/or the widening of rights-of-way will have upon the abutting properties <strong>and</strong><br />

structures.<br />

11. Upon evaluation of all data thus obtained, the Consultant shall determine, on the basis of feasibility, economic<br />

impact <strong>and</strong> preservation of the character of the neighborhood, those areas where retention of existing grades <strong>and</strong> street<br />

systems is both necessary <strong>and</strong> desirable.<br />

12. The Consultant shall then <strong>design</strong> new proposed legal grades as necessary.<br />

13. The <strong>design</strong> of all proposed legal grades shall be per<strong>for</strong>med in accordance with procedures, concepts <strong>and</strong> criteria as<br />

required by the Department.<br />

4.14 HAZARDOUS WASTE AND SITE CONTAMINATION<br />

Under this task the Consultant shall conduct site investigations within the project limits to determine the extent <strong>and</strong> degree<br />

of any contamination that may exist, <strong>and</strong> develop procedures <strong>for</strong> any site remediation needed.<br />

1. PRELIMINARY HAZARDOUS WASTE AND SITE CONTAMINATION INVESTIGATION<br />

Using the following procedures the Consultant shall assess the site <strong>for</strong> potential involvement with hazardous waste:<br />

a) The Consultant shall conduct an inspection of the site to determine existence of the following warning signs:<br />

(i) Noxious odors emanating from the soil or water;<br />

(ii) Discolored soil, water or foundations;<br />

(iii) Leaking pipes, trans<strong>for</strong>mers, tanks, <strong>and</strong> barrels;<br />

(iv) Dead vegetation or lack of vegetation.<br />

b) The Consultant shall conduct Past L<strong>and</strong> Use Research of the area within <strong>and</strong> abutting the project limits to identify<br />

potential polluters <strong>and</strong> any indication of the likelihood of existing unknown contaminants. This should include but not be<br />

limited to the research of local assessor’s records, City building permit records, title abstracts, long time area residents,<br />

local maps that are available <strong>for</strong> review at public libraries, United States Geological Survey records, available boring logs,<br />

Department of Conservation Right-to-Know survey results, historical societies’ records, shipping <strong>and</strong> receiving documents,<br />

invoice records, detailed plant <strong>and</strong> site layout drawings, <strong>for</strong>mer employees, Department of Health <strong>and</strong> Department of<br />

Environmental Conservation employees.<br />

Specific uses <strong>and</strong> activities of concern include, but are not limited to, chemical plants <strong>and</strong> refineries, auto body/repair<br />

shops, coal gasification plants, dry cleaning plants, electronics manufacturing, foundries, electro-plating operations,<br />

gasoline service stations, junk/scrap yards, metal <strong>and</strong> machine fabrication, municipal l<strong>and</strong>fills, industrial l<strong>and</strong>fills, paint<br />

shops, machine shops, printing shops, sludge management areas, transportation <strong>related</strong> chemical or petroleum spills, <strong>and</strong><br />

rod <strong>and</strong> gun clubs.<br />

c) The Consultant shall review the Department of Environmental Conservation’s underground storage tank records<br />

<strong>and</strong> the results of leakage tests per<strong>for</strong>med on such tanks.<br />

d) The Consultant shall consult with the Health <strong>and</strong> Fire Departments to obtain in<strong>for</strong>mation regarding known hazardous<br />

waste problems in the area.<br />

e) The Consultant shall review the results of the Subsurface Exploration Program to determine if any of the above<br />

mentioned warning signs were identified.<br />

2. PRELIMINARY HAZARDOUS WASTE AND SITE CONTAMINATION ASSESSMENT<br />

The Consultant shall assess the results of the Preliminary Investigation <strong>and</strong> shall prepare <strong>and</strong> submit a report of the<br />

findings of the Preliminary Investigation <strong>and</strong> Assessment to the Commissioner. The report shall clearly state whether or<br />

not there is any indication that hazardous waste would be encountered by project activities, <strong>and</strong> shall advise the<br />

Commissioner on the need <strong>for</strong> conducting a Phase I Testing Program as specified below.<br />
