proposed project construction to satisfy the environmental review <strong>requirements</strong> of The City Environmental Quality Review<br />

process (CEQR) <strong>and</strong> the New York State Environmental Quality Review Act (SEQRA) in order to implement this project.<br />

The scope of the EAS shall meet the <strong>requirements</strong> <strong>for</strong> all tasks (i.e. ULURP, Acquisition, Adding or Removing Traffic<br />

Lanes, Etc.) that require Environmental Assessments in the specific <strong>requirements</strong> <strong>for</strong> the project. A National Environmental<br />

Policy Act (NEPA) determination is needed <strong>for</strong> Federal-aid projects as per Exhibit H: NYSDOT Procedures <strong>for</strong> Locally-<br />

Administered Federal Aid Projects, Article 7 <strong>and</strong> Appendix 7.<br />

The Consultant shall conduct a detailed study of the impact of the proposed street improvement project as specified here<br />

below in accordance with the City Environmental Quality Review (CEQR) process as set <strong>for</strong>th in Executive Order 91 of<br />

1977 <strong>and</strong> its amendments. The Consultant shall use the methodologies <strong>and</strong> environmental impact thresholds detailed in<br />

the CEQR Technical Manual <strong>and</strong> its appendices dated 2001. Upon completion of the Environmental review the Consultant<br />

shall duly fill out the attached CEQR Environmental Assessment Statement.<br />

If any of the proposed action triggers review by New York State Department of Environmental Conservation, the<br />

Consultant shall conduct additional assessment in accordance with State Environmental Quality Review Act (SEQRA) as<br />

set <strong>for</strong>th in 6NYCRR Part 617. For the SEQRA process the following current blank <strong>for</strong>ms from New York State Department<br />

of Environmental Conservation should be used which are downloadable from New York State website:<br />

NYC Department of Design <strong>and</strong> Construction<br />

Infrastructure, October 2012<br />

i. Joint Application <strong>for</strong> Permit<br />

ii. Full Environmental Assessment Form<br />

iii. Negative Declaration Form<br />

iv. Positive Declaration Form<br />

v. Structural Archeological Assessment Form<br />

The EAS shall include, but not be limited to the following. For definitions, assessment methods, determining impact<br />

significance etc., the Consultant shall refer to appropriate chapters indicated below in the CEQR technical manual:<br />

1. L<strong>and</strong> use, zoning, <strong>and</strong> public policy (Refer to Chapter 3A of CEQR technical Manual)<br />

The Consultant shall examine the potential impact of the proposed plan in terms of l<strong>and</strong> use <strong>and</strong> zoning the<br />

project area.<br />

2. Socioeconomic conditions (Refer to Chapter 3B of CEQR technical Manual)<br />

The Consultant shall examine the potential impacts of the proposed plan upon fiscal <strong>and</strong> economic issues, water<br />

<strong>and</strong> sewer rates, employment, wages <strong>and</strong> salaries, economic activity, tax revenues, <strong>and</strong> NYC capital <strong>and</strong><br />

operational budget expenditures.<br />

3. Community facilities <strong>and</strong> <strong>services</strong> (Refer to Chapter 3C of CEQR technical Manual)<br />

The Consultant shall examine the potential impacts of the proposed plan upon community facilities <strong>and</strong> <strong>services</strong><br />

in the project area.<br />

4. Open Space (Refer to Chapter 3D of CEQR technical Manual)<br />

The Consultant shall examine the potential impacts of the proposed plan upon open space <strong>and</strong> recreational<br />

resources in the project area.<br />

5. Historic resources (Refer to Chapter 3F of CEQR technical Manual)<br />

The Consultant shall examine the potential impacts of the proposed plan upon cultural resources in the project<br />

area, including archaeological <strong>and</strong> historic resources.<br />

6. Urban <strong>design</strong> / visual resources (Refer to Chapter 3G of CEQR technical Manual)<br />

The Consultant shall examine the potential impacts of the proposed plan upon urban <strong>design</strong> <strong>and</strong> visual resources<br />

in the project area.<br />

7. Neighborhood character (Refer to Chapter 3H of CEQR technical Manual)<br />

The Consultant shall examine the potential impacts of the proposed plan upon neighborhood character in the<br />

project area.<br />
