affect the project. The Consultant shall also coordinate with the Department of Environmental Protection relative to sewer<br />

cleaning <strong>and</strong> television inspection reports <strong>for</strong> any existing project sewers.<br />

The Consultant shall review the results of sewer cleaning, sewer television inspection <strong>and</strong> manual sewer inspection<br />

programs per<strong>for</strong>med under other <strong>contracts</strong> or by the Department of Environmental Protection personnel as they relate to<br />

this Project; coordinate the results <strong>and</strong> recommendations from said programs with this Project, <strong>and</strong> integrate <strong>and</strong><br />

incorporate any required sewer work into the contract documents.<br />

F. The Consultant shall interview Department of City Planning personnel, as appropriate, to determine the extent <strong>and</strong><br />

location of all proposed development/improvement projects in the vicinity of the project area to ascertain the impact that<br />

these improvements will have on the project.<br />

G. The Consultant shall interview the District Manager(s), Planning Board(s) personnel <strong>and</strong> additional interested<br />

parties, as deemed appropriate by the Commissioner, to determine their concerns regarding the project street(s).<br />

H. The Consultant shall research <strong>and</strong> study the following in order to ascertain their impact on the proposed project:<br />

zoning, existing l<strong>and</strong> use, traffic generators, traffic operations, legal grades, right-of-way ownership, horizontal alignment,<br />

vertical alignment, accident records, maintenance of traffic, revitalization/ construction, <strong>and</strong> the functional relationship of<br />

the site to the Borough/City.<br />

I. The Consultant shall analyze the expressed needs <strong>and</strong> concerns of the parties contacted, <strong>and</strong> shall address those<br />

needs/concerns that are pertinent to the project. The Consultant shall be accountable to develop <strong>and</strong> pursue a<br />

recommended course of action <strong>and</strong>/or strategy to resolve those issues which are pertinent to the project in a timely manner<br />

<strong>and</strong> in accordance with the Contract time of completion stipulations.<br />

J. The Consultant shall fully coordinate the identification of all current <strong>and</strong> future planning, <strong>design</strong>, <strong>and</strong> construction<br />

projects by the City such as Water Main projects, Park projects, Street Lighting projects, Fire <strong>and</strong> Police Communications<br />

projects, Traffic Signalization projects, etc. The Consultant shall recommend programming alternatives <strong>and</strong> staging, as<br />

required.<br />

K. The Consultant shall fully coordinate the identification of all current <strong>and</strong> future planning, <strong>design</strong>, <strong>and</strong> construction<br />

projects of a significant nature by parties other than the City (private utilities, authorities, government <strong>and</strong> non-government<br />

agencies, abutting property owners, etc.), <strong>and</strong> shall recommend programming alternatives <strong>and</strong> staging, as required.<br />

L. The Consultant shall coordinate the proposed program with the Local Community Board(s), the Borough President’s<br />

Office, the Department of City Planning, the Department of Parks <strong>and</strong> Recreation, the Department of Environmental<br />

Protection, the New York City Public Design Commission, the New York State Department of Transportation, <strong>and</strong> other<br />

parties as may be <strong>design</strong>ated by the Commissioner or as required <strong>for</strong> the efficient completion of the specific project, <strong>and</strong><br />

shall identify <strong>and</strong> resolve all <strong>requirements</strong>, conditions <strong>and</strong> issues as presented by said parties. In addition, the Consultant<br />

shall hold a public meeting, to discuss/present the impacts/elements of the proposed reconstruction program.<br />

M. The Consultant shall coordinate the proposed program with all public <strong>and</strong> private utilities <strong>and</strong> prepare a Preliminary<br />

Utility Impact Assessment report concerning the impact that the proposed improvement program will have on<br />

existing/proposed utility facilities.<br />

N. The Consultant shall prepare <strong>and</strong> submit a Preliminary Design Report concerning, the Project. The report shall<br />

document all issues <strong>and</strong> concerns identified; existing subst<strong>and</strong>ard features <strong>and</strong> the measures proposed to address the<br />

issues <strong>and</strong> subst<strong>and</strong>ard features identified; alternative schematic <strong>design</strong>s considered <strong>and</strong> <strong>design</strong> recommendations that<br />

have been accepted by the Commissioner, including Sustainable Design alternatives, if any, as described in Section 2.3<br />

<strong>and</strong> 4.10.2.e of these General Requirements.<br />

The Department of Design <strong>and</strong> Construction supports active <strong>design</strong> principles. The Consultant is required to investigate<br />

<strong>and</strong> implement Active Design strategies that promote active living <strong>and</strong> public health. The Consultant shall include <strong>design</strong><br />

features that promote active transportation modes, such as walking <strong>and</strong> stair climbing <strong>and</strong> where applicable, include pointof-decision<br />

signage <strong>and</strong> wayfinding that promote the same.<br />

The Consultant shall refer to the checklist on page 62 of the Active Design Guidelines (www.nyc.gov/adg) <strong>for</strong> appropriate<br />

elements applicable to the project. The complete checklist shall be submitted to DDC <strong>for</strong> review <strong>and</strong> approval. The<br />

Consultant shall document active <strong>design</strong> strategies that are project specific <strong>and</strong> reflect the results in the Preliminary Design<br />

Report.<br />

O. The Consultant shall prepare a Technical Supplement to the Design Report. The Technical Supplement shall<br />

contain all applicable records/deliverables of the Preliminary Design Program. The sections of the Technical Supplement<br />

shall include, but not be limited to, the following: pavement <strong>design</strong>(s); tree inventory; topographic survey documentation;<br />
