8. The Consultant shall prepare summary tables <strong>for</strong> all contract items - including quantities, unit prices, extensions <strong>and</strong><br />

individual charges which shall be in sufficient detail to enable a reasonable projection of the project cost. The Consultant<br />

shall input this data into the Department's computerized scope/estimate program.<br />

9. The level of accuracy <strong>for</strong> the estimate of quantities shall be rounded to appropriate whole multiples.<br />

10. The Consultant shall prepare a composite Scope packet, in accordance with currently applicable Departmental<br />

st<strong>and</strong>ards <strong>and</strong> procedures.<br />

11. The Consultant shall revise <strong>and</strong> update the Consultant's Estimate of Quantities <strong>and</strong> costs <strong>and</strong> account <strong>for</strong> all<br />

revisions to the contract drawings <strong>and</strong> specifications required during the review <strong>and</strong>/or bidding process.<br />

12. The Consultant shall coordinate <strong>and</strong> incorporate estimates of quantities <strong>and</strong> cost <strong>for</strong> private utility work that is to be<br />

included in this contract. Estimates of quantities <strong>and</strong> unit prices <strong>for</strong> private utility work will be provided by the respective<br />

utility companies. Estimates of quantities <strong>and</strong> unit prices <strong>for</strong> Gas Cost Sharing Work will be provided by the Department.<br />

13. Payment: Payment <strong>for</strong> this task shall be made at the completion of the various phases indicated below, contingent<br />

upon the Consultant’s satisfactory completion of each phase, <strong>and</strong> submission of cost estimate, including all necessary<br />

back up documentation. The amount of payment <strong>for</strong> each phase shall be limited to the specified percentage of the total<br />

fee <strong>for</strong> “Quantity <strong>and</strong> Cost Estimating”, as indicated below:<br />

(A)<br />

Total Design:<br />

a) Phase 1: at the completion of Preliminary Design, payment shall be equal to 25% of total fee <strong>for</strong><br />

“Quantity <strong>and</strong> Cost Estimating”;<br />

b) Phase 2: at Mass Mailing No. 1, payment shall be equal to 25% of total fee <strong>for</strong> “Quantity <strong>and</strong> Cost<br />

Estimating”;<br />

c) Phase 3: at Mass Mailing No. 2, payment shall be equal to 25% of total fee <strong>for</strong> “Quantity <strong>and</strong> Cost<br />

Estimating”;<br />

d) Phase 4: at 100% <strong>design</strong> completion, payment shall be equal to 25% of total fee <strong>for</strong> “Quantity <strong>and</strong> Cost<br />

Estimating”.<br />

(B)<br />

Final Design:<br />

a) Phase 1: at Mass Mailing No. 1, payment shall be equal to 30% of total fee <strong>for</strong> “Quantity <strong>and</strong> Cost<br />

Estimating”;<br />

b) Phase 2: at Mass Mailing No. 2, payment shall be equal to 30% of total fee <strong>for</strong> “Quantity <strong>and</strong> Cost<br />

Estimating”;<br />

c) Phase 3: at 100% <strong>design</strong> completion, payment shall be equal to 40% of total fee <strong>for</strong> “Quantity <strong>and</strong> Cost<br />

Estimating”.<br />

If the Consultant fails to prepare <strong>and</strong> submit to the Commissioner the cost estimate <strong>for</strong> any of the above<br />

mentioned phases, or delays submission of the cost estimate without any justifiable reasons, an amount equal to the<br />

percentage shown <strong>for</strong> each phase will be permanently <strong>for</strong>feited from the payments <strong>for</strong> non-compliance, <strong>and</strong> the total<br />

contract amount will be reduced by that amount, accordingly.<br />

4.13 SEWER DATA SURVEY, AREA DRAINAGE AND GRADE STUDY, DRAINAGE PLAN<br />

A. Under this task, the Consultant shall:<br />

1. Survey <strong>and</strong> plot all sewer data within the project limits as defined herein.<br />

2. Per<strong>for</strong>m a thorough review <strong>and</strong> study of all adopted <strong>and</strong> proposed drainage plans, sewers, easements, existing <strong>and</strong><br />

legal street grades <strong>and</strong> mapped street systems within the project limits, <strong>and</strong> recommend all necessary changes thereto or,<br />

develop a new Drainage Plan <strong>for</strong> the Project in conjunction with a fully coordinated street, storm <strong>and</strong> sanitary sewers, or<br />

combined sewers improvement project.<br />
