6. The Consultant shall notify the Transit Authority, Department of Transportation (Bureau of Traffic Operations),<br />

Police Department <strong>and</strong> Fire Department twenty–four (24) hours prior to the start of the work, in a manner satisfactory to the<br />

Engineer, so that proper arrangements can be implemented <strong>for</strong> maintaining traffic during the course of the work.<br />

7. TELEVISION INSPECTION AND VIDEOTAPE RECORDING<br />

(a) Operation <strong>and</strong> movement of the video camera shall be remotely controlled from above the ground <strong>and</strong> from a<br />

mobile television studio, by a skilled technician.<br />

(b) The technician shall have the capability to adjust the brilliance of the built-in lighting system <strong>and</strong> be able to change<br />

the focus of the television camera by remote control. The television camera shall be positioned as near as possible to the<br />

spring line of the sewer.<br />

(c) The television camera shall be a radial eye camera. The lens of the camera shall be able to rotate three hundred<br />

sixty (360) degrees, <strong>and</strong> pan <strong>and</strong> tilt in any direction, left, right, up <strong>and</strong> down. Open joints, cracks, infiltration <strong>and</strong> spurs<br />

shall be viewed directly.<br />

(d) The television camera shall be attached to a rod, cable, or other device that shall be metered to indicate the exact<br />

location of the camera, within the sewer, at all times. Where accessibility to a sewer is limited, <strong>and</strong> where permitted by the<br />

Consultant, a self-propelled camera may be used.<br />

(e)<br />

An intercom system shall be used to coordinate the movement of the television camera at all times.<br />

(f) Prior to television inspection, water shall be introduced to the upstream manhole to aid in identifying sags in the<br />

sewer.<br />

(g) The view seen by the television camera shall be transmitted to a monitor of not less than fourteen (14) inches in<br />

width. The monitor shall be located inside the mobile television studio.<br />

(h) The mobile television studio shall be large enough to accommodate up to four (4) persons com<strong>for</strong>tably seated <strong>for</strong><br />

the purpose of viewing the monitor while the inspection is in progress. The Consultant’s representative shall have access<br />

to view the television screen at all times.<br />

(i) The equipment in the mobile television studio shall provide <strong>for</strong> simultaneous recording of each camera view on two<br />

separate videotapes.<br />

(j) Two simultaneous video tape recordings of each view shall be made on st<strong>and</strong>ard <strong>for</strong>mat VHS tape cassettes <strong>and</strong><br />

shall be recorded at the maximum speed at which the recorder can operate. The video recorder(s) shall permit the<br />

recording of both sound <strong>and</strong> video in<strong>for</strong>mation. The recording unit(s) shall have the capability of recording both in color or<br />

black <strong>and</strong> white. The black <strong>and</strong> white mode shall be used <strong>for</strong> recording unless the Consultant can demonstrate that an<br />

equal or superior color recording can be made.<br />

Each videocassette shall have a label affixed with the following in<strong>for</strong>mation:<br />

(l) The Consultant shall require the subcontractor to provide all electricity needed <strong>for</strong> all operations, at its own cost<br />

<strong>and</strong> expense.<br />

(m) The Consultant shall prepare a drawing, herein referred to as the “route sheet”, that shows all sewer manholes <strong>and</strong><br />

sewers within <strong>and</strong> contiguous to the project site in plan view. The manholes shall be numbered consecutively on the route<br />

sheet.<br />

(n) As the television inspection proceeds, the supervisor shall observe <strong>and</strong> record the location <strong>and</strong> description of all<br />

defects that are found in the sewers <strong>and</strong> appurtenances. The locations of defects shall be cor<strong>related</strong> with the route sheet<br />

<strong>and</strong> shall include the distances from the centerline of an adjacent manhole to both the starting point <strong>and</strong> end of each<br />

defect. The record of defects (Sewer Defects Log) shall be prepared in st<strong>and</strong>ard Departmental <strong>for</strong>mat.<br />
