g) Based on the judgment of the Consultant, where an introductory letter could assist him/her in the<br />

per<strong>for</strong>mance of the vault program, the Consultant shall prepare, duplicate, mail <strong>and</strong>/or h<strong>and</strong>-deliver the<br />

introductory letters in accordance with a plan developed by the Consultant <strong>and</strong> approved by the<br />

Department.<br />

h) The name(s) <strong>and</strong> address(es) of the current owner of record of each vault shall be obtained by the<br />

Consultant.<br />

i) It shall be the responsibility of the Consultant to make translations of letters/notices where the<br />

Consultant deems it appropriate or where otherwise directed by the Department.<br />

j) The Consultant shall develop, subject to the approval of the Department, a vault numbering<br />

index/identification system suitable <strong>for</strong> the <strong>requirements</strong> of the Level I Program <strong>and</strong> all subsequent<br />

levels of the vault program. Consideration will be given to the use of house numbers.<br />

k) The Consultant shall prepare letters to the Department of Finance to ascertain if vault license fees<br />

have been paid <strong>for</strong> vaulted private properties.<br />

l) The Consultant shall present the data collected to the Department in an approved <strong>for</strong>mat.<br />

4.6B VAULT PROGRAM LEVEL II<br />

The Consultant shall execute Level II Vault Program - Survey <strong>and</strong> Presentation in conjunction with the project.<br />

The scope of work <strong>for</strong> the Level II Program shall include the per<strong>for</strong>mance of the following <strong>services</strong>:<br />

Level II Program - Survey <strong>and</strong> Presentation<br />

a) The Consultant shall identify <strong>and</strong> measure all geometric features within <strong>and</strong> contiguous to the vault<br />

space in sufficient detail <strong>and</strong> accuracy to define the space <strong>and</strong> satisfy the <strong>requirements</strong> <strong>for</strong> providing<br />

all analyses, recommendations, <strong>and</strong> <strong>design</strong>s in all subsequent levels of the Vault Program. This shall<br />

include, but not be limited to, interior space dimensions (length, width, height), floor area dimensions,<br />

alcove dimensions, entrance/exit opening dimensions, access opening dimensions, stairways,<br />

foundations, building foundation wall (estimated), <strong>and</strong> location of cellar door/areaway access opening.<br />

The Consultant shall also provide the offset distances from face of the vault to the face of the curb line<br />

in front of the vault.<br />

b) The Consultant shall provide a general description of the vault’s structural system (i.e. the make up of<br />

the roof system <strong>and</strong> the walls) <strong>and</strong> its condition. The Consultant shall record the condition of the walls,<br />

<strong>and</strong> indicate presence of cracks, water marks <strong>and</strong> water damage along the walls.<br />

c) The Consultant shall study <strong>and</strong> determine the depth of the cover over the vault’s roof, measured from<br />

surface of the sidewalk to top of the roof structure. The Consultant shall determine the depth of the<br />

cover using non-destructive methods (i.e. surveying, etc.), <strong>and</strong> if utilizing such methods shall not be<br />

possible, the Consultant shall then use other methods (i.e. probing, etc.) as approved by the<br />

Commissioner, to determine the depth of the cover. If any portions of the roof cover <strong>and</strong>/or the roof<br />

structure are disturbed due to Consultant’s operations, the Consultant shall be required to restore the<br />

disturbed sections to their original conditions, as necessary. If the initial measurements indicate that<br />

the depth of the roof cover is more than two (2) feet, the Consultant shall only be required to provide<br />

the approximate depth of the cover, <strong>and</strong> if the initial measurements indicate that the depth of the roof<br />

cover is less than two (2) feet, the Consultant shall be required to provide the exact depth of the cover.<br />

d) The Consultant shall identify all features, <strong>and</strong> possible sealed off <strong>and</strong> inaccessible areas or vaults that<br />

require additional in-depth exploration.<br />
