c) During <strong>design</strong>, confer <strong>and</strong> meet with representatives of the Commissioner in order to coordinate <strong>requirements</strong><br />

<strong>for</strong> the <strong>design</strong> of the proposed project. In addition, the Consultant shall confer with <strong>and</strong>, where <strong>and</strong> when<br />

necessary, meet with other City, State or Federal Agencies <strong>and</strong> private utilities having jurisdiction in order to<br />

integrate any of their <strong>requirements</strong> or contemplated work into this project.<br />

4.21 STREET LIGHTING SYSTEM DESIGN<br />

1. Under this task the Consultant shall <strong>design</strong> a lighting system <strong>and</strong> electrical appurtenances in connection with the<br />

illumination of streets, avenues <strong>and</strong> public spaces within the project <strong>and</strong> shall prepare cost estimates <strong>for</strong> the proposed<br />

work. The <strong>design</strong> will include provisions <strong>for</strong> removal <strong>and</strong> relocation of existing street lighting facilities <strong>and</strong> installation of<br />

new lighting facilities.<br />

2. Unless otherwise approved by the Department of Transportation, Bureau of Traffic, Division of Signals <strong>and</strong> Street<br />

Lighting, the level of illumination required is a maintained average of one (1) foot c<strong>and</strong>le, a maintenance factor of 0.58 <strong>and</strong><br />

a uni<strong>for</strong>mity ratio of 6 to 1 (average to minimum) <strong>for</strong> Local Roads. For Expressways, Major Roads, <strong>and</strong> Collector Roads,<br />

the illumination level shall be 1.5 to 2 foot c<strong>and</strong>les with a uni<strong>for</strong>mity ratio of 3 to 1 (average to minimum).<br />

3. The <strong>design</strong> shall con<strong>for</strong>m with the latest st<strong>and</strong>ards <strong>and</strong> specifications of the Department of Transportation, Bureau<br />

of Traffic, Division of Signals <strong>and</strong> Street Lighting; the Illuminating Engineering Society of North America (IESNA); the<br />

American Association of State Highway Officials; <strong>and</strong> the National Electrical Code (NEC).<br />

Should any conflict occur between these specifications, st<strong>and</strong>ards <strong>and</strong> codes, the Division of Signals <strong>and</strong> Street Lighting<br />

shall make the final decision on the requirement.<br />

4. The Consultant shall prepare preliminary drawings, showing the location <strong>and</strong> details of all equipment to be installed<br />

in connection with the proposed Street Lighting <strong>design</strong>, the electrical connections <strong>and</strong> electrical <strong>services</strong>, <strong>and</strong> shall submit<br />

the preliminary drawings to the Department of Transportation, Bureau of Traffic, Division of Signals <strong>and</strong> Street Lighting <strong>for</strong><br />

review <strong>and</strong> comments.<br />

5. Drawings prepared <strong>and</strong> symbols used shall be in st<strong>and</strong>ard Bureau of Traffic, Division of Signals <strong>and</strong> Street Lighting<br />

<strong>for</strong>mat.<br />

6. The submission of preliminary drawings to the Division of Signals <strong>and</strong> Street Lighting shall include:<br />

a) The Consultant’s photometric calculations <strong>for</strong> the proposed <strong>design</strong> which shall be per<strong>for</strong>med using CALA,<br />

ALADIN, AGI or other software programs which shall be subject to pre-approval by the Division of Signals <strong>and</strong><br />

Street Lighting;<br />

b) Parameters used in the calculation, including roadway <strong>and</strong> sidewalk widths, mounting height, luminaire<br />

position (overhang, setback, spacing), wattage <strong>and</strong> luminaire classification.<br />

7. The Consultant shall address the review comments <strong>and</strong> incorporate the <strong>requirements</strong> of the Division of Signals <strong>and</strong><br />

Street Lighting in the proposed <strong>design</strong>.<br />

8. The Consultant shall prepare preliminary estimates of quantities <strong>and</strong> cost <strong>for</strong> the proposed Street Lighting work<br />

based on the revised preliminary drawings. The estimates shall be in st<strong>and</strong>ard Division of Signals <strong>and</strong> Street Lighting<br />

<strong>for</strong>mat. The Consultant shall incorporate the preliminary estimate of quantities <strong>and</strong> cost into the Consultant’s Estimate <strong>for</strong><br />

Mass Mailing No. 2 as provided <strong>for</strong> in the Quantity <strong>and</strong> Cost Estimating Task included in the Specific Requirements of this<br />

Contract<br />

9. The Consultant shall prepare <strong>and</strong> submit final drawings, <strong>for</strong> the proposed Street Lighting <strong>design</strong>, to the Division of<br />

Signals <strong>and</strong> Street Lighting <strong>for</strong> review <strong>and</strong> approval.<br />

10. The final drawings shall include the proposed electrical distribution system <strong>and</strong> shall be submitted with an analysis<br />

of the voltage drop <strong>for</strong> the proposed City distribution system including voltage drop calculations.<br />

11. The Consultant shall prepare <strong>and</strong> submit to the Division of Signals <strong>and</strong> Street Lighting, <strong>for</strong> review <strong>and</strong> approval, prefinal<br />

estimates of quantities <strong>and</strong> cost <strong>for</strong> the proposed Street Lighting Work.<br />

12. The Consultant shall revise the final drawings <strong>and</strong> estimates to incorporate comments received from the Division of<br />

Signals <strong>and</strong> Street Lighting.<br />

13. Upon receipt of final approval of the drawings <strong>and</strong> estimates <strong>for</strong> proposed Street Lighting work from the Division of<br />

Signals <strong>and</strong> Street Lighting, the Consultant shall incorporate the final Street Lighting plans <strong>and</strong> estimates into the Contract<br />

NYC Department of Design <strong>and</strong> Construction<br />
