SECTION V. PROPOSAL EVALUATION AND CONTRACT AWARD PROCEDURES<br />

A. Selection Process:<br />

This is a Qualifications/Quality Based Selection (QBS) project. DDC will rank proposals by<br />

technical merit. A DDC evaluation committee will review, evaluate <strong>and</strong> score all technical<br />

proposals in accordance with the criteria described below. This evaluation <strong>and</strong> scoring will<br />

determine each proposer‘s technical score. DDC reserves the right to interview proposers<br />

<strong>and</strong> visit their offices <strong>for</strong> the purpose of clarifying their technical proposals, after which their<br />

initial scores may be re-evaluated. Proposers shall be ranked in accordance with their scores<br />

<strong>and</strong> the three highest ranked firms will be short listed. DDC will attempt to negotiate fair <strong>and</strong><br />

reasonable prices with each short listed proposer. If negotiations are not successful, DDC will<br />

enter into negotiations with the next highest ranked firm(s). DDC intends to award up to three<br />

<strong>contracts</strong> in the order set <strong>for</strong>th below.<br />

Note: Each proposer is required to submit a Fee Proposal <strong>for</strong> the project; however, DDC will<br />

only open the Fee Proposals of the firms selected <strong>for</strong> negotiation in accordance with the<br />

process described above.<br />

B. Technical Proposal Evaluation Criteria<br />

The Technical Proposal evaluation criteria are as follows:<br />

1. Experience of the Firm & Subconsultant(s) (Weight 20%)<br />

2. Key Personnel – Qualifications <strong>and</strong> Relevant Experience (Weight 20%)<br />

3. Technical Approach (Weight 30%)<br />

4. Firm‘s Capability (Weight 20%)<br />

5. DBE Utilization (Weight 10%)*<br />

*The recommended level of DBE Utilization is 18% of the total dollar value of the Task Order.<br />

In Attachment 10, the proposer must indicate the percent of DBE Utilization it will use on a<br />

Task Order basis. If the proposer indicates a DBE Utilization of 18%, it will receive 10<br />

percentage points <strong>for</strong> the purpose of calculating its evaluation score. If the proposer indicates<br />

a DBE Utilization of less than 18%, the 10 percentage points will be reduced on a proportional<br />

basis. If the proposer indicates a DBE Utilization of more than 18%, it will receive 10<br />

percentage points <strong>for</strong> the purpose of calculating its evaluation score.<br />

C. Basis of Award<br />

DDC will award contract(s) to the responsible proposer(s) whose proposal(s) is/are<br />

determined to be the highest quality <strong>and</strong> most advantageous to the City, taking into<br />

consideration the overall quality of the proposal as measured against factors or criteria as are<br />

set <strong>for</strong>th in the RFP <strong>and</strong> successful negotiation of an appropriate fee. Such fee negotiation<br />

shall commence upon written notification <strong>and</strong> shall conclude not more than thirty days after<br />

the commencement of the fee negotiation.<br />
