In preparing the ULURP application package, the Consultant shall obtain <strong>and</strong> become familiar with the following<br />

booklets/documents available through the NYC Department of City Planning:<br />

1. Department of City Planning L<strong>and</strong> Use Review Application Package<br />

2. Uni<strong>for</strong>m L<strong>and</strong> Use Review Procedure (ULURP)<br />

3. In<strong>for</strong>mation <strong>for</strong> Applicants <strong>for</strong> Alterations in the City Map<br />

1. The Consultant shall arrange a pre-application meeting with New York City Department of City Planning,<br />

Technical Review Unit (NYCDCP-TRU) prior to the preparation of the ULURP applications. NYCDCP-TRU will<br />

provide guidelines <strong>and</strong> <strong>requirements</strong> <strong>for</strong> preparation of the application, <strong>related</strong> drawings, <strong>and</strong> attachments.<br />

2. The Consultant shall provide a survey in accordance with New York City Department of City Planning (NYCDCP)<br />

st<strong>and</strong>ards. In preparing the Maps <strong>for</strong> the ULURP Application, the Consultant shall utilize, where applicable, all<br />

in<strong>for</strong>mation as contained in the plotted Topographic <strong>and</strong> Utility Surveys. The Consultant shall supplement this<br />

in<strong>for</strong>mation with field trips, additional surveys <strong>and</strong> searches <strong>for</strong> in<strong>for</strong>mation as may be required.<br />

3. The Consultant shall prepare maps (L<strong>and</strong> Use Map/Application Drawings <strong>and</strong> Preliminary Alteration Maps)<br />

suitable <strong>for</strong> submission to the NYCDCP <strong>for</strong> Pre-application review. The drawings will be prepared in accordance<br />

with the st<strong>and</strong>ards/instructions of the Department of City Planning, <strong>and</strong> the Topographical Bureau of the Office of<br />

the Borough President of Queens/Manhattan/Brooklyn/Staten Isl<strong>and</strong>/Bronx (as applicable).<br />

4. The Consultant shall modify the drawings as required until approval (sign-off) is obtained from NYCDCP.<br />

5. Upon review <strong>and</strong> approval (sign-off) by NYCDCP of the draft ULURP Application, the Consultant shall assemble<br />

<strong>and</strong> transmit to NYCDDC <strong>for</strong> review a single ULURP Application package, including application <strong>for</strong>m <strong>for</strong><br />

signature, <strong>and</strong> all required attachments. Upon receipt of the signed application from NYCDDC, the Consultant<br />

shall be required to duplicate the signed application <strong>for</strong>m to be collated with the required attachments, <strong>and</strong> submit<br />

to NYCDCP.<br />

6. The Consultant shall file the required number of copies of the application <strong>and</strong> attachments with the Central<br />

Intake Unit of NYCDCP (NYCDCP will determine the number of application packages to be filed).<br />

7. Documents to be delivered:<br />

a) Upon being stamped “received” <strong>and</strong> assigned a ULURP number by NYCDCP, the Consultant shall<br />

immediately transmit to NYCDDC one (1) complete copy of the ULURP application package.<br />

b) On issuance by NYCDCP of the Precertification Report, the Consultant shall immediately transmit two<br />

(2) copies of that Report, with findings, to NYCDDC.<br />

B. City Environmental Quality Review (CEQR)<br />

The Consultant shall identify any requirement to per<strong>for</strong>m an Environmental Assessment in accordance with applicable<br />

New York City <strong>and</strong>/or New York State Environmental laws <strong>and</strong> regulations (CEQR, SEQRA) that may result from the<br />

ULURP procedures required under this task.<br />

C. Incremental Review<br />

The Consultant shall initiate all actions <strong>for</strong> incremental review, of proposed Mapping, by the Office of Borough<br />

President of Queens/Manhattan/Brooklyn/Staten Isl<strong>and</strong>/Bronx (as applicable), <strong>and</strong> other involved City/Public Agencies<br />

including all follow-up meetings, as required, to expeditiously resolve all questions <strong>and</strong> concerns necessary to obtain<br />

all required approvals. The Consultant is required to:<br />

Participate in all conferences, meetings, <strong>and</strong> public hearings on the mapping, to present the necessary<br />

<strong>engineering</strong> background/expertise.<br />

The Consultant shall notify NYCDDC of the date, time, <strong>and</strong> location of the interagency<br />

conferences/meetings/hearings. NYCDDC will attend the conferences, etc. to monitor task <strong>for</strong> tracking<br />

purposes.<br />

Notify, by certified mail, return receipt requested, all property owners <strong>and</strong> mortgagors of each property<br />

abutting or underlying the map change; respond to any inquiries from said property owners or mortgagors;<br />

<strong>and</strong> account <strong>for</strong> all return receipts, returned notification letters, <strong>and</strong> written responses.<br />

<br />

Prepare reports, documentations, drawings or backup material necessary to advance the proceedings.<br />
