explaining the non introduction or the delayed introduction of specific HOs within the<br />

Community (including such factors as stakeholder behaviour, climate, biology of HO,<br />

production methods etc). Such an analysis requires complex modelling work, including<br />

detailed epidemiological models, as the basis for estimating the costs and benefits of different<br />

courses of action. Indeed, a review of such models by PRATIQUE has highlighted the<br />

complexities of the required methodology which, coupled with the lack of appropriate data<br />

series, is the reason for the relatively limited analysis that is currently available on the costs<br />

and benefits of pest risk management.<br />

Ultimately, the consideration of actual and potential impacts and of the size and importance of<br />

production and trade in the various sectors as highlighted in the previous section, also point to<br />

the actual and potential benefits of the CPHR in terms of preventing and/or controlling the<br />

introduction and spread of pests.<br />

The analysis here is based on the responses to section 2 of the specific cost survey. All<br />

together, 21 MS gave information for this section, of which 20 MS CAs and one stakeholder,<br />

respectively the CA of BE, CZ, DK, EE, FI, FR, DE, HU, IE, IT, LV, LT, MT, NL, PT, SK,<br />

SI, ES, SE and UK as well as the Polish Seed Trade Association.<br />

In total, respondents have identified 203 combinations for which the CPHR has been<br />

successful in terms of avoiding a HO introduction or slowing down spread. They are<br />

presented in Annex 5, including when available the area susceptible for contamination.<br />
