3.1.2 IAS<br />

EQ3 addresses the extent to which it would be desirable or feasible to include Invasive Alien<br />

Species (IAS) not directly injurious to plants or plant products in the scope of the CPHR. As<br />

such, this question concerns the future plant health policy and is therefore being examined<br />

further in the context of future options in section 5 of this Report. To enable the analysis of<br />

future options on the inclusion of IAS, the evaluators have assessed the extent to which the<br />

current CPHR and its implementation have covered aspects of IAS, as well as the more<br />

general approach on IAS management currently followed in an international context.<br />

Both from the general survey and during the interviews and MS visits, it emerged that there is<br />

currently lack of common understanding, leading to considerable confusion, on both the<br />

definition of IAS and the extent to which IAS are currently covered by the scope of the<br />

Directive. There are therefore extensive calls for clarification of the CPHR on this issue.<br />

The coverage of IAS by the current CPHR and its positioning within the wider scope of IAS<br />

definitions provided by the Convention on Biological Diversity (CBD) are depicted in the<br />

figure below.<br />
