3 Evaluation of the performance of the CPHR to date<br />

This section includes the findings of the evaluation with regards to the performance of the<br />

CPHR to date. The analysis addresses the Evaluation Questions (EQs), only for the elements<br />

of these questions that relate to the past performance of the CPHR. The reader is referred to<br />

sections 4 and 5 for the forward looking elements of the EQs.<br />

To ease reference to the text, the following table provides the correspondence of the<br />
