MS CA and stakeholder response to these questions may be explained by the fact that major<br />

plant health issues in the last ten years have been Diabrotica virgifera on maize, PWN on<br />

pine trees and Erwinia amylovora on fruit plants and ornamentals, which all have a significant<br />

capacity to spread naturally. A minority of MS CAs and stakeholders have indicated that the<br />

damage caused to biodiversity and the natural environment is high.<br />
