Depending on the intensity of infection, Grapevine FD affects the vitality, the yield and the<br />

quality of vines by causing high acid and low sugar contents of infected clusters. Diseased<br />

grapevines are eradicated, which causes severe economic losses.<br />

In Serbia, over 800 ha of vineyards have been destroyed. Primary economic losses due to lost<br />

investment are estimated to have reached €3.2 million. Reduction in producer profits due to<br />

decreased wine production is assumed to be a multiple.<br />

Some of the host plant varieties susceptible to infection with the HO are of major importance<br />

in EU countries.<br />

For countries were the CPHR avoided introduction of Grapevine FD, it avoided for these<br />

countries an increase in production costs due to additional labour costs, costs for insecticide<br />

applications, monitoring and eradication campaigns and in public costs for monitoring,<br />

eradication and from loss of income of farmers and nurseries.<br />

The presence of Grapevine FD would also have a negative effect on nursery trade of planting<br />

material to countries where the disease does not occur.<br />

Results of the specific cost survey indicate that, thanks to the CPHR, the first introduction of<br />

Grapevine FD in IT, PT and SK was delayed by 3 to 6 years. The establishment of PZ for<br />

Grapevine FD in FR (areas of Alsace, Champagne and Lorraine) also had a positive effect on<br />

the economy of this sector.<br />

The vineyard area for the production of vine in the EU is estimated at 3,526,000 ha in the EU<br />

27 (Eurostat – 2007). According to survey respondents, the revenue of 1 ha of vine varies<br />

between €3,000 and €6,000 /ha. The revenue from young vine plants for planting (for which,<br />

for instance, production is estimated at 100 million of grafted vines/year in one region of<br />

Italy) is estimated at €0,80 /plant.<br />

Environmental benefits<br />

The control of the vector necessitates the use of broad spectrum insecticides with side effects<br />

on several components of the ecosystem.<br />

3.11.3.5 Phytophthora ramorum<br />

14 MS have mentioned that the CPHR has been successful in avoiding the introduction (CZ,<br />

EE, LV, LT, SI, SE, FI, SK) or in slowing down (FR, IE, ES, UK, BE, DK, NL, SI) the<br />

spread of ramorum, with associated economic and environmental benefits.<br />
