defense coordinating <strong>of</strong>ficer — Department <strong>of</strong> Defense single point <strong>of</strong> contact for<br />

domestic emergencies. Assigned to a joint field <strong>of</strong>fice to process requirements for<br />

military support, forward mission assignments through proper channels to the<br />

appropriate military organizations, and assign military liaisons, as appropriate, to<br />

activated emergency support functions. Also called DCO. (JP 3-28)<br />

defense critical infrastructure — Department <strong>of</strong> Defense and non-Department <strong>of</strong> Defense<br />

networked assets and essential to project, support, and sustain military forces and<br />

operations worldwide. Also called DCI. (JP 3-27)<br />

defense emergency — An emergency condition that exists when: a. a major attack is made<br />

upon US forces overseas or on allied forces in any theater and is confirmed by either<br />

the <strong>com</strong>mander <strong>of</strong> a <strong>com</strong>mand established by the Secretary <strong>of</strong> Defense or higher<br />

authority; or b. an overt attack <strong>of</strong> any type is made upon the United States and is<br />

confirmed either by the <strong>com</strong>mander <strong>of</strong> a <strong>com</strong>mand established by the Secretary <strong>of</strong><br />

Defense or higher authority.<br />

defense human intelligence executor — The senior Department <strong>of</strong> Defense intelligence<br />

<strong>of</strong>ficial as designated by the head <strong>of</strong> each <strong>of</strong> the Department <strong>of</strong> Defense <strong>com</strong>ponents<br />

who are authorized to conduct human intelligence and related intelligence activities.<br />

defense industrial base — The Department <strong>of</strong> Defense, government, and private sector<br />

worldwide industrial <strong>com</strong>plex with capabilities to perform research and development,<br />

design, produce, and maintain military weapon systems, subsystems, <strong>com</strong>ponents, or<br />

parts to meet military requirements. (JP 3-27)<br />

defense information infrastructure — The shared or interconnected system <strong>of</strong> <strong>com</strong>puters,<br />

<strong>com</strong>munications, data applications, security, people, training, and other support<br />

structures serving Department <strong>of</strong> Defense (DOD) local, national, and worldwide<br />

information needs. The defense information infrastructure connects DOD mission<br />

support, <strong>com</strong>mand and control, and intelligence <strong>com</strong>puters through voice,<br />

tele<strong>com</strong>munications, imagery, video, and multimedia services. It provides information<br />

processing and services to subscribers over the Defense Information Systems Network<br />

and includes <strong>com</strong>mand and control, tactical, intelligence, and <strong>com</strong>mercial<br />

<strong>com</strong>munications systems used to transmit DOD information. Also called DII. See also<br />

Defense Information Systems Network — Integrated network, centrally managed and<br />

configured to provide long-haul information transfer services for all Department <strong>of</strong><br />

Defense activities. It is an information transfer utility designed to provide dedicated<br />

point-to-point, switched voice and data, imagery, and video teleconferencing services.<br />
