measurement ton — The unit <strong>of</strong> volumetric measurement <strong>of</strong> equipment associated with<br />

surface-delivered cargo. Measurement tons equal total cubic feet divided by 40<br />

(1MTON = 40 cubic feet). Also called M/T, MT, MTON.<br />

measure <strong>of</strong> effectiveness — A criterion used to assess changes in system behavior,<br />

capability, or operational environment that is tied to measuring the attainment <strong>of</strong> an end<br />

state, achievement <strong>of</strong> an objective, or creation <strong>of</strong> an effect. Also called MOE. See also<br />

<strong>com</strong>bat assessment; mission. (JP 3-0)<br />

measure <strong>of</strong> performance — A criterion used to assess friendly actions that is tied to<br />

measuring task ac<strong>com</strong>plishment. Also called MOP. (JP 3-0)<br />

mechanical sweep — In naval mine warfare, any sweep used with the object <strong>of</strong> physically<br />

contacting the mine or its appendages. (JP 3-15)<br />

media operations center — A facility established by the joint force <strong>com</strong>mander to serve as<br />

the focal point for the interface between the military and the media during the conduct<br />

<strong>of</strong> joint operations. Also called MOC. (JP 3-61)<br />

media pool — A limited number <strong>of</strong> news media who represent a larger number <strong>of</strong> news<br />

media organizations for purposes <strong>of</strong> news gathering and sharing <strong>of</strong> material during a<br />

specified activity. Pooling is typically used when news media support resources cannot<br />

ac<strong>com</strong>modate a large number <strong>of</strong> journalists. See also news media representative;<br />

medical civil-military operations — All military health-related activities in support <strong>of</strong> a<br />

joint force <strong>com</strong>mander that establish, enhance, maintain or influence relations between<br />

the joint or multinational force and host nation, multinational governmental and<br />

nongovernmental civilian organizations and authorities, and the civilian populace in<br />

order to facilitate military operations, achieve US operational objectives, and positively<br />

impact the health sector. Also called MCMO. (JP 4-<strong>02</strong>)<br />

medical contingency file — A web-based database within the Defense Supply Center<br />

Philadelphia’s Readiness Management Application that identifies and manages<br />

Department <strong>of</strong> Defense medical contingency materiel requirements. (JP 4-<strong>02</strong>)<br />

medical evacuees — Personnel who are wounded, injured, or ill and must be moved to or<br />

between medical facilities. (JP 4-<strong>02</strong>)<br />

medical intelligence — That category <strong>of</strong> intelligence resulting from collection, evaluation,<br />

analysis, and interpretation <strong>of</strong> foreign medical, bio-scientific, and environmental<br />

information that is <strong>of</strong> interest to strategic planning and to military medical planning and<br />
