message — 1. Any thought or idea expressed briefly in a plain or secret language and<br />

meteorological and oceanographic — A term used to convey all meteorological,<br />

oceanographic, and space environmental factors as provided by Services, support<br />

agencies, and other sources. These factors include the whole range <strong>of</strong> atmospheric<br />

(weather) and oceanographic phenomena, from the sub-bottom <strong>of</strong> the earth’s oceans up<br />

to the space environment (space weather). Also called METOC. (JP 3-59)<br />

meteorological and oceanographic data — Measurements or observations <strong>of</strong><br />

meteorological and oceanographic variables. (JP 3-59)<br />

meteorological and oceanographic environment — The surroundings, which include<br />

conditions, resources, and natural phenomena, in and through which the joint force<br />

operates. The <strong>com</strong>plete environment extends from the sub-bottom <strong>of</strong> the Earth’s oceans,<br />

through maritime, land areas, airspace, ionosphere, and outward into space. (JP 3-59)<br />

meteorological and oceanographic operations support <strong>com</strong>munity — The collective <strong>of</strong><br />

electronically connected, shore-based meteorological and oceanographic production<br />

facilities/centers, theater and/or regional meteorological and oceanographic production<br />

meteorology — The study dealing with the phenomena <strong>of</strong> the atmosphere including the<br />

physics, chemistry, and dynamics extending to the effects <strong>of</strong> the atmosphere on the<br />

Earth’s surface and the oceans. (JP 3-59)<br />

midcourse guidance — The guidance applied to a missile between termination <strong>of</strong> the boost<br />

phase and the start <strong>of</strong> the terminal phase <strong>of</strong> flight.<br />

midcourse phase — That portion <strong>of</strong> the flight <strong>of</strong> a ballistic missile between the boost phase<br />

and the terminal phase. See also boost phase; terminal phase. (JP 3-01)<br />

migrant — A person who (1) belongs to a normally migratory culture who may cross<br />

national boundaries, or (2) has fled his or her native country for economic reasons<br />
