delaying operation — An operation in which a force under pressure trades space for time<br />

by slowing down the enemy’s momentum and inflicting maximum damage on the<br />

enemy without, in principle, be<strong>com</strong>ing decisively engaged. (JP 3-04)<br />

delegation <strong>of</strong> authority — The action by which a <strong>com</strong>mander assigns part <strong>of</strong> his or her<br />

authority <strong>com</strong>mensurate with the assigned task to a subordinate <strong>com</strong>mander. While<br />

ultimate responsibility cannot be relinquished, delegation <strong>of</strong> authority carries with it the<br />

imposition <strong>of</strong> a measure <strong>of</strong> responsibility. The extent <strong>of</strong> the authority delegated must<br />

be clearly stated.<br />

deliberate planning — 1. The Adaptive Planning and Execution system process involving<br />

the development <strong>of</strong> joint operation plans for contingencies identified in joint strategic<br />

planning documents. 2. A planning process for the deployment and employment <strong>of</strong><br />

apportioned forces and resources that occurs in response to a hypothetical situation. (JP<br />

demilitarized zone — A defined area in which the stationing or concentrating <strong>of</strong> military<br />

forces, or the retention or establishment <strong>of</strong> military installations <strong>of</strong> any description, is<br />

prohibited. (JP 3-07.3)<br />

demobilization — The process <strong>of</strong> transitioning a conflict or wartime military establishment<br />

and defense-based civilian economy to a peacetime configuration while maintaining<br />

national security and economic vitality. See also mobilization. (JP 4-05)<br />

demonstration — 1. An attack or show <strong>of</strong> force on a front where a decision is not sought,<br />

made with the aim <strong>of</strong> deceiving the enemy. See also amphibious demonstration;<br />

diversion. 2. In military deception, a show <strong>of</strong> force in an area where a decision is not<br />

sought that is made to deceive an adversary. It is similar to a feint but no actual contact<br />

with the adversary is intended. (JP 3-13.4)<br />

denial measure — An action to hinder or deny the enemy the use <strong>of</strong> territory, personnel, or<br />

facilities to include destruction, removal, contamination, or erection <strong>of</strong> obstructions.<br />

denied area — An area under enemy or unfriendly control in which friendly forces cannot<br />

expect to operate successfully within existing operational constraints and force<br />

capabilities. (JP 3-05)<br />

departmental intelligence — Intelligence that any department or agency <strong>of</strong> the Federal<br />

Government requires to execute its own mission.<br />

Department <strong>of</strong> Defense civilian — A Federal civilian employee <strong>of</strong> the Department <strong>of</strong><br />

Defense directly hired and paid from appropriated or nonappropriated funds, under<br />

permanent or temporary appointment. Specifically excluded are contractors and<br />

foreign host nationals as well as third country civilians. (JP 1-0)<br />
