Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong> Staff manual — A document containing detailed<br />

procedures for performing specific tasks that do not involve the employment <strong>of</strong> forces.<br />

A manual is <strong>of</strong> indefinite duration and is applicable to external agencies or both the<br />

<strong>Joint</strong> Staff and external agencies. It may supplement a Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong><br />

Staff instruction or stand alone and remains in effect until superseded, rescinded, or<br />

otherwise canceled. Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong> Staff manuals, unlike joint<br />

publications, will not contain joint doctrine. Terminology used in these publications<br />

will be consistent with JP 1-<strong>02</strong>. Also called CJCSM. See also Chairman <strong>of</strong> the <strong>Joint</strong><br />

Chairman’s program assessment — Provides the Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong> Staff’s<br />

personal appraisal on alternative program re<strong>com</strong>mendations and budget proposals to<br />

the Secretary <strong>of</strong> Defense for consideration in refining the defense program and budget<br />

in accordance with 10 United States Code. The Chairman’s program assessment<br />

<strong>com</strong>ments on the risk associated with the programmed allocation <strong>of</strong> Defense resources<br />

and evaluates the conformance <strong>of</strong> program objective memoranda to the priorities<br />

established in strategic plans and <strong>com</strong>batant <strong>com</strong>manders’ priority requirements. Also<br />

called CPA.<br />

Chairman’s program re<strong>com</strong>mendations — Provides the Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong><br />

Staff’s personal re<strong>com</strong>mendations to the Secretary <strong>of</strong> Defense for the programming and<br />

budgeting process before publishing the Defense Planning Guidance (DPG) in<br />

accordance with 10 United States Code. The Chairman’s program re<strong>com</strong>mendations<br />

articulates programs the Chairman deems critical for the Secretary <strong>of</strong> Defense to<br />

consider when identifying Department <strong>of</strong> Defense (DOD) priorities and performance<br />

goals in the DPG and emphasizes specific re<strong>com</strong>mendations that will enhance joint<br />

readiness, promote joint doctrine and training, improve joint warfighting capabilities,<br />

and satisfy joint warfighting requirements within DOD resource constraints and within<br />

acceptable risk levels. Also called CPR.<br />

chalk number — The number given to a <strong>com</strong>plete load and to the transporting carrier. (JP 3-17)<br />

change detection — An image enhancement technique that <strong>com</strong>pares two images <strong>of</strong> the<br />

same area from different time periods. Identical picture elements are eliminated,<br />

leaving signatures that have undergone change. (JP 2-03)<br />

channel airlift — Provides regularly scheduled airlift for movement <strong>of</strong> sustainment cargo,<br />

depending upon volume <strong>of</strong> workload, between designated aerial ports <strong>of</strong> embarkation<br />

and seaports <strong>of</strong> debarkation over validated contingency or distribution channel routes.<br />
