<strong>com</strong>batant <strong>com</strong>mand (<strong>com</strong>mand authority) — Nontransferable <strong>com</strong>mand authority<br />

established by Title 10 (“Armed Forces”), United States Code, Section 164, exercised<br />

only by <strong>com</strong>manders <strong>of</strong> unified or specified <strong>com</strong>batant <strong>com</strong>mands unless otherwise<br />

directed by the President or the Secretary <strong>of</strong> Defense. Combatant <strong>com</strong>mand (<strong>com</strong>mand<br />

authority) cannot be delegated and is the authority <strong>of</strong> a <strong>com</strong>batant <strong>com</strong>mander to<br />

perform those functions <strong>of</strong> <strong>com</strong>mand over assigned forces involving organizing and<br />

employing <strong>com</strong>mands and forces, assigning tasks, designating objectives, and giving<br />

authoritative direction over all aspects <strong>of</strong> military operations, joint training, and<br />

logistics necessary to ac<strong>com</strong>plish the missions assigned to the <strong>com</strong>mand. Combatant<br />

<strong>com</strong>mand (<strong>com</strong>mand authority) should be exercised through the <strong>com</strong>manders <strong>of</strong><br />

subordinate organizations. Normally this authority is exercised through subordinate<br />

joint force <strong>com</strong>manders and Service and/or functional <strong>com</strong>ponent <strong>com</strong>manders.<br />

Combatant <strong>com</strong>mand (<strong>com</strong>mand authority) provides full authority to organize and<br />

employ <strong>com</strong>mands and forces as the <strong>com</strong>batant <strong>com</strong>mander considers necessary to<br />

ac<strong>com</strong>plish assigned missions. Operational control is inherent in <strong>com</strong>batant <strong>com</strong>mand<br />

<strong>com</strong>batant <strong>com</strong>mander — A <strong>com</strong>mander <strong>of</strong> one <strong>of</strong> the unified or specified <strong>com</strong>batant<br />

<strong>com</strong>mands established by the President. Also called CCDR. See also <strong>com</strong>batant<br />

<strong>com</strong>batant <strong>com</strong>mander logistic procurement support board — A <strong>com</strong>batant<br />

<strong>com</strong>mander-level joint board established to ensure that contracting support and other<br />

sources <strong>of</strong> support are properly synchronized across the entire area <strong>of</strong> responsibility.<br />

<strong>com</strong>batant <strong>com</strong>mand support agent — The Secretary <strong>of</strong> a <strong>Military</strong> Department to whom<br />

the Secretary <strong>of</strong> Defense or the Deputy Secretary <strong>of</strong> Defense has assigned<br />

administrative and logistical support <strong>of</strong> the headquarters <strong>of</strong> a <strong>com</strong>batant <strong>com</strong>mand,<br />

United States Element, North American Aerospace Defense Command, or subordinate<br />

unified <strong>com</strong>mand. The nature and scope <strong>of</strong> the <strong>com</strong>batant <strong>com</strong>mand support agent<br />

responsibilities, functions, and authorities shall be prescribed at the time <strong>of</strong> assignment<br />

or in keeping with existing agreements and practices, and they shall remain in effect<br />

until the Secretary <strong>of</strong> Defense or the Deputy Secretary <strong>of</strong> Defense revokes, supersedes,<br />

or modifies them. Also called CCSA. (DODD 5100.03)<br />

<strong>com</strong>bat assessment — The determination <strong>of</strong> the overall effectiveness <strong>of</strong> force employment<br />

during military operations. Combat assessment is <strong>com</strong>posed <strong>of</strong> three major<br />

<strong>com</strong>ponents: (a) battle damage assessment; (b) munitions effectiveness assessment; and<br />

(c) reattack re<strong>com</strong>mendation. Also called CA. See also battle damage assessment;<br />
