contingency contracting — The process <strong>of</strong> obtaining goods, services, and construction via<br />

contracting means in support <strong>of</strong> contingency operations. See also contingency;<br />

contingency engineering management organization — An organization formed by the<br />

<strong>com</strong>batant <strong>com</strong>mander, or subordinate joint force <strong>com</strong>mander to augment their staffs<br />

with additional Service engineering expertise for planning and construction<br />

management. See also <strong>com</strong>bat engineering; contingency; crisis action planning;<br />

contingency operation — A military operation that is either designated by the Secretary <strong>of</strong><br />

Defense as a contingency operation or be<strong>com</strong>es a contingency operation as a matter <strong>of</strong><br />

law (Title 10, United States Code, Section 101[a][13]). It is a military operation that: a.<br />

is designated by the Secretary <strong>of</strong> Defense as an operation in which members <strong>of</strong> the<br />

Armed Forces are or may be<strong>com</strong>e involved in military actions, operations, or hostilities<br />

against an enemy <strong>of</strong> the United States or against an opposing force; or b. is created by<br />

definition <strong>of</strong> law. Under Title 10, United States Code, Section 101 (a)(13)(B), a<br />

contingency operation exists if a military operation results in the (1) call-up to (or<br />

retention on) active duty <strong>of</strong> members <strong>of</strong> the uniformed Services under certain<br />

enumerated statutes (Title 10, United States Code, Sections 688, 12301[a], 123<strong>02</strong>,<br />

12304, 12305, 12406, or 331-335); and (2) the call-up to (or retention on) active duty <strong>of</strong><br />

members <strong>of</strong> the uniformed Services under other (non-enumerated) statutes during war<br />

or national emergency declared by the President or Congress. See also contingency;<br />

contingency plan — A plan for major contingencies that can reasonably be anticipated in<br />

the principal geographic subareas <strong>of</strong> the <strong>com</strong>mand. (JP 5-0)<br />

Contingency Planning Guidance — The Contingency Planning Guidance (CPG) fulfills<br />

the statutory duty <strong>of</strong> the Secretary <strong>of</strong> Defense to furnish written policy guidance<br />

annually to the Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong> Staff for contingency planning. The<br />

Secretary issues this guidance with the approval <strong>of</strong> the President after consultation with<br />

the Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong> Staff. The CPG focuses the guidance given in the<br />

National Security Strategy and Defense Planning Guidance, and is the principal source<br />

document for the <strong>Joint</strong> Strategic Capabilities Plan. Also called CPG.<br />

contingency response program — Fast reaction transportation procedures intended to<br />

provide for priority use <strong>of</strong> land transportation assets by Department <strong>of</strong> Defense when<br />

required. Also called CORE. (JP 4-01)<br />

contingency retention stock — That portion <strong>of</strong> the quantity <strong>of</strong> an item excess to the<br />

approved force retention level for which there is no predictable demand or quantifiable<br />

requirement, and which normally would be allocated as potential DOD excess stock,<br />

except for a determination that the quantity will be retained for possible contingencies<br />
