functional damage assessment — The estimate <strong>of</strong> the effect <strong>of</strong> military force to degrade or<br />

destroy the functional or operational capability <strong>of</strong> the target to perform its intended<br />

mission and on the level <strong>of</strong> success in achieving operational objectives established<br />

against the target. This assessment is based upon all-source information, and includes<br />

an estimation <strong>of</strong> the time required for recuperation or replacement <strong>of</strong> the target<br />

functions — The appropriate or assigned duties, responsibilities, missions, or tasks <strong>of</strong> an<br />

individual, <strong>of</strong>fice, or organization. As defined in the National Security Act <strong>of</strong> 1947, as<br />

amended, the term “function” includes functions, powers, and duties (5 United States<br />

Code 171n (a)).<br />

fusion — In intelligence usage, the process <strong>of</strong> examining all sources <strong>of</strong> intelligence and<br />
