key doctrine element — A foundational core concept, principle, or idea <strong>of</strong> joint operations<br />

as established in approved joint doctrine text; other information in joint doctrine<br />

expands on or supports these foundational doctrine elements. Also called KDE.<br />

key employee — Any Reservist identified by his or her employer, private or public, as<br />

filling a key position.<br />

key facilities list — A register <strong>of</strong> selected <strong>com</strong>mand installations and industrial facilities <strong>of</strong><br />

primary importance to the support <strong>of</strong> military operations or military production<br />

programs. It is prepared under the policy direction <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong> Staff.<br />

key position — A civilian position, public or private (designated by the employer and<br />

approved by the Secretary concerned), that cannot be vacated during war or national<br />

emergency.<br />

keystone publications — <strong>Joint</strong> doctrine publications that establish the doctrinal foundation<br />

for a series <strong>of</strong> joint publications in the hierarchy <strong>of</strong> joint publications. The Chairman <strong>of</strong><br />

the <strong>Joint</strong> Chiefs <strong>of</strong> Staff signs these publications. Keystone publications are provided<br />

for joint personnel support, intelligence support, operations, logistic support, plans, and<br />

<strong>com</strong>munications systems support. See also capstone publications; joint publication.<br />

key terrain — Any locality, or area, the seizure or retention <strong>of</strong> which affords a marked<br />

advantage to either <strong>com</strong>batant. (JP 2-01.3)<br />

kill box — A three-dimensional area used to facilitate the integration <strong>of</strong> joint fires. (JP<br />

3-09)<br />

killed in action — A casualty category applicable to a hostile casualty, other than the victim<br />

<strong>of</strong> a terrorist activity, who is killed outright or who dies as a result <strong>of</strong> wounds or other<br />

injuries before reaching a medical treatment facility. Also called KIA. See also<br />
