strategic air transport — The movement <strong>of</strong> personnel and materiel by air in accordance<br />

with a strategic plan.<br />

strategic <strong>com</strong>munication — Focused United States Government efforts to understand and<br />

engage key audiences to create, strengthen, or preserve conditions favorable for the<br />

advancement <strong>of</strong> United States Government interests, policies, and objectives through<br />

the use <strong>of</strong> coordinated programs, plans, themes, messages, and products synchronized<br />

with the actions <strong>of</strong> all instruments <strong>of</strong> national power. Also called SC. (JP 5-0)<br />

strategic concept — The course <strong>of</strong> action accepted as the result <strong>of</strong> the estimate <strong>of</strong> the<br />

strategic situation which is a statement <strong>of</strong> what is to be done in broad terms. (JP 5-0)<br />

strategic debriefing — Debriefing activity conducted to collect information or to verify<br />

previously collected information in response to national or theater level collection<br />

priorities. (JP 2-01.2)<br />

strategic direction — The processes and products by which the President, Secretary <strong>of</strong><br />

Defense, and Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong> Staff provide strategic guidance to the<br />

<strong>Joint</strong> Staff, <strong>com</strong>batant <strong>com</strong>mands, Services, and <strong>com</strong>bat support agencies. (JP 5-0)<br />

strategic estimate — The broad range <strong>of</strong> strategic factors that influence the <strong>com</strong>mander’s<br />

understanding <strong>of</strong> its operational environment and its determination <strong>of</strong> missions,<br />

objectives, and courses <strong>of</strong> action. See also estimate; logistic estimate <strong>of</strong> the situation;<br />

strategic intelligence — Intelligence required for the formation <strong>of</strong> policy and military plans<br />

at national and international levels. Strategic intelligence and tactical intelligence differ<br />

primarily in level <strong>of</strong> application, but may also vary in terms <strong>of</strong> scope and detail. See<br />

also intelligence; operational intelligence; tactical intelligence. (JP 2-01.2)<br />

strategic level <strong>of</strong> war — The level <strong>of</strong> war at which a nation, <strong>of</strong>ten as a member <strong>of</strong> a group<br />

<strong>of</strong> nations, determines national or multinational (alliance or coalition) strategic security<br />

objectives and guidance, then develops and uses national resources to achieve those<br />

objectives. See also operational level <strong>of</strong> war; tactical level <strong>of</strong> war. (JP 3-0)<br />

strategic mission — A mission directed against one or more <strong>of</strong> a selected series <strong>of</strong> enemy<br />

targets with the purpose <strong>of</strong> progressive destruction and disintegration <strong>of</strong> the enemy’s<br />

warmaking capacity and will to make war. Targets include key manufacturing systems,<br />

sources <strong>of</strong> raw material, critical material, stockpiles, power systems, transportation<br />

systems, <strong>com</strong>munication facilities, and other such target systems. As opposed to<br />

tactical operations, strategic operations are designed to have a long-range rather than<br />

immediate effect on the enemy and its military forces.<br />
