regional response coordination center — A standing facility that is activated to coordinate<br />

regional response efforts, until a joint field <strong>of</strong>fice is established and/or the principal<br />

federal <strong>of</strong>ficial, federal or coordinating <strong>of</strong>ficer can assume their National Response Plan<br />

coordination responsibilities. Also called RRCC. (JP 3-28)<br />

regional satellite <strong>com</strong>munications support center — United States Strategic Command<br />

operational element responsible for providing the operational <strong>com</strong>munications planners<br />

with a single all-spectrum (extremely high frequency, super-high frequency, ultrahigh<br />

frequency, Ku, and Ka) point <strong>of</strong> contact for accessing and managing satellite<br />

<strong>com</strong>munications (SATCOM) resources. Specific tasks include: supporting <strong>com</strong>batant<br />

<strong>com</strong>manders’ deliberate and crisis planning, assisting <strong>com</strong>batant <strong>com</strong>manders in dayto-day<br />

management <strong>of</strong> apportioned resources and allocating non-apportioned resources,<br />

assisting theater spectrum managers, and facilitating SATCOM interface to the defense<br />

information infrastructure. Also called RSSC.<br />

regional security <strong>of</strong>ficer — A security <strong>of</strong>ficer responsible to the chief <strong>of</strong> mission<br />

(ambassador), for security functions <strong>of</strong> all US embassies and consulates in a given<br />

country or group <strong>of</strong> adjacent countries. Also called RSO. (JP 3-10)<br />

regulating point — An anchorage, port, or ocean area to which assault and assault followon<br />

echelons and follow-up shipping proceed on a schedule, and at which they are<br />

normally controlled by the <strong>com</strong>mander, amphibious task force, until needed in the<br />

regulating station — A <strong>com</strong>mand agency established to control all movements <strong>of</strong><br />

personnel and supplies into or out <strong>of</strong> a given area.<br />

rehabilitative care — Therapy that provides evaluations and treatment programs using<br />

exercises, massage, or electrical therapeutic treatment to restore, reinforce, or enhance<br />

motor performance and restores patients to functional health allowing for their return to<br />

duty or discharge from the Service. Also called restorative care. See also patient;<br />

rehearsal phase — In amphibious operations, the period during which the prospective<br />

operation is practiced for the purpose <strong>of</strong>: (1) testing adequacy <strong>of</strong> plans, the timing <strong>of</strong><br />

detailed operations, and the <strong>com</strong>bat readiness <strong>of</strong> participating forces; (2) ensuring that<br />

all echelons are familiar with plans; and (3) testing <strong>com</strong>munications-information<br />

reinforcing obstacles — Those obstacles specifically constructed, emplaced, or detonated<br />

through military effort and designed to strengthen existing terrain to disrupt, fix, turn,<br />
