terminal control area — A control area or portion there<strong>of</strong> normally situated at the<br />

confluence <strong>of</strong> air traffic service routes in the vicinity <strong>of</strong> one or more major airfields.<br />

terminal guidance — 1. The guidance applied to a guided missile between midcourse<br />

guidance and arrival in the vicinity <strong>of</strong> the target. 2. Electronic, mechanical, visual, or<br />

other assistance given an aircraft pilot to facilitate arrival at, operation within or over,<br />

landing upon, or departure from an air landing or airdrop facility. See also terminal<br />

terminal guidance operations — Those actions that provide electronic, mechanical, voice<br />

or visual <strong>com</strong>munications that provide approaching aircraft and/or weapons additional<br />

information regarding a specific target location. Also called TGO. (JP 3-09)<br />

terminal operations — The reception, processing, and staging <strong>of</strong> passengers; the receipt,<br />

transit, storage, and marshalling <strong>of</strong> cargo; the loading and unloading <strong>of</strong> modes <strong>of</strong><br />

transport conveyances; and the manifesting and forwarding <strong>of</strong> cargo and passengers to<br />

terminal phase — That portion <strong>of</strong> the flight <strong>of</strong> a ballistic missile that begins when the<br />

warhead or payload reenters the atmosphere and ends when the warhead or payload<br />

detonates or impacts. For ballistic missiles that do not exit the atmosphere, terminal<br />

phase begins when the warhead or payload reaches apogee and ends when the warhead<br />

or payload detonates or impacts. See also boost phase; midcourse phase. (JP 3-01)<br />

termination criteria — The specified standards approved by the President and/or the<br />

Secretary <strong>of</strong> Defense that must be met before a joint operation can be concluded. (JP<br />

3-0)<br />

terms <strong>of</strong> reference — 1. A mutual agreement under which a <strong>com</strong>mand, element, or unit<br />

exercises authority or undertakes specific missions or tasks relative to another<br />

<strong>com</strong>mand, element, or unit. 2. The directive providing the legitimacy and authority to<br />

undertake a mission, task, or endeavor. Also called TORs. (JP 3-0)<br />

terrain analysis — (*) The collection, analysis, evaluation, and interpretation <strong>of</strong><br />

geographic information on the natural and manmade features <strong>of</strong> the terrain, <strong>com</strong>bined<br />

with other relevant factors, to predict the effect <strong>of</strong> the terrain on military operations.<br />

terrain avoidance system — (*) A system which provides the pilot or navigator <strong>of</strong> an<br />

aircraft with a situation display <strong>of</strong> the ground or obstacles which project above either a<br />

horizontal plane through the aircraft or a plane parallel to it, so that the pilot can<br />

maneuver the aircraft to avoid the obstruction.<br />
