contingency ZIP Code — A ZIP Code assigned by <strong>Military</strong> Postal Service Agency to a<br />

contingency post <strong>of</strong>fice for the tactical use <strong>of</strong> the Armed Forces on a temporary basis.<br />

The number consists <strong>of</strong> a five-digit base with a four-digit add-on to assist in routing and<br />

sorting. (JP 1-0)<br />

continuity <strong>of</strong> <strong>com</strong>mand — The degree or state <strong>of</strong> being continuous in the exercise <strong>of</strong> the<br />

authority vested in an individual <strong>of</strong> the Armed Forces for the direction, coordination,<br />

and control <strong>of</strong> military forces.<br />

continuity <strong>of</strong> operations — The degree or state <strong>of</strong> being continuous in the conduct <strong>of</strong><br />

functions, tasks, or duties necessary to ac<strong>com</strong>plish a military action or mission in<br />

carrying out the national military strategy. Also called COOP. (JP 3-0)<br />

contour flight — See terrain flight.<br />

contract administration — A subset <strong>of</strong> contracting that includes efforts to ensure that<br />

supplies, services, and construction are delivered in accordance with the terms and<br />

conditions <strong>of</strong> the contract. (JP 4-10)<br />

contracted logistic support — Support in which maintenance operations for a particular<br />

military system are performed exclusively by contract support personnel. Also called<br />

CLS. See also logistic support; support. (JP 4-07)<br />

contracting <strong>of</strong>ficer — The Service member or Department <strong>of</strong> Defense civilian with the<br />

legal authority to enter into, administer, modify, and/or terminate contracts. (JP 4-10)<br />

contracting <strong>of</strong>ficer representative — A Service member or Department <strong>of</strong> Defense<br />

civilian appointed in writing and trained by a contracting <strong>of</strong>ficer, responsible for<br />

monitoring contract performance and performing other duties specified by their<br />

appointment letter. Also called COR. (JP 4-10)<br />

contractor management — The oversight and integration <strong>of</strong> contractor personnel and<br />

associated equipment providing support to the joint force in a designated operational<br />

area. (JP 4-10)<br />

contractors authorized to ac<strong>com</strong>pany the force — Contingency contractor employees and<br />

all tiers <strong>of</strong> subcontractor employees who are specifically authorized through their<br />

contract to ac<strong>com</strong>pany the force and have protected status in accordance with<br />

international conventions. Also called CAAF. (JP 4-10)<br />

contractors not authorized to ac<strong>com</strong>pany the force — Contingency contractor employees<br />

and all tiers <strong>of</strong> subcontractor employees who are not authorized through their contract<br />
