incident <strong>com</strong>mand system — A standardized on-scene emergency management construct<br />

designed to aid in the management <strong>of</strong> resources during incidents. Consists <strong>of</strong> facilities,<br />

equipment, personnel, procedures, and <strong>com</strong>munications established for this purpose.<br />

incident management — A national <strong>com</strong>prehensive approach to preventing, preparing for,<br />

responding to, and recovering from terrorist attacks, major disasters, and other<br />

emergencies. Incident management includes measures and activities performed at the<br />

local, state, and national levels and includes both crisis and consequence management<br />

activities. (JP 3-28)<br />

incident <strong>of</strong> national significance — An actual or potential high-impact event that requires a<br />

coordinated and effective response by and appropriate <strong>com</strong>bination <strong>of</strong> Federal, state,<br />

local, tribal, nongovernmental, and/or private-sector entities in order to save lives and<br />

minimize damage, and provide the basis for long-term <strong>com</strong>munity recovery and<br />

incremental costs — Costs which are additional costs to the Service appropriations that<br />

would not have been incurred absent support <strong>of</strong> the contingency operation. See also<br />

independent government estimate — The government’s estimate <strong>of</strong> the resources and<br />

projected cost <strong>of</strong> the resources a contractor will incur in the performance <strong>of</strong> the<br />

indications — In intelligence usage, information in various degrees <strong>of</strong> evaluation, all <strong>of</strong><br />

which bear on the intention <strong>of</strong> a potential enemy to adopt or reject a course <strong>of</strong> action.<br />

indications and warning — Those intelligence activities intended to detect and report timesensitive<br />

intelligence information on foreign developments that could involve a threat<br />

to the United States or allied and/or coalition military, political, or economic interests<br />

or to US citizens abroad. It includes forewarning <strong>of</strong> hostile actions or intentions against<br />

the United States, its activities, overseas forces, or allied and/or coalition nations. Also<br />

indicator — In intelligence usage, an item <strong>of</strong> information which reflects the intention or<br />

capability <strong>of</strong> an adversary to adopt or reject a course <strong>of</strong> action. (JP 2-0)<br />

indigenous populations and institutions — A generic term used to describe the civilian<br />

construct <strong>of</strong> an operational area to include its populations (legal citizens, legal and<br />

illegal immigrants, and all categories <strong>of</strong> dislocated civilians), governmental, tribal,<br />
