cost-plus award fee contract — A type <strong>of</strong> contract that provides for a payment consisting<br />

<strong>of</strong> a base amount fixed at inception <strong>of</strong> the contract along with an award amount that is<br />

based upon a judgmental evaluation by the United States Government. (JP 4-10)<br />

cost-type contract — A contract that provides for payment to the contractor <strong>of</strong> allowable<br />

cost, to the extent prescribed in the contract, incurred in performance <strong>of</strong> the contract.<br />

counterair — A mission that integrates <strong>of</strong>fensive and defensive operations to attain and<br />

maintain a desired degree <strong>of</strong> air superiority. Counterair missions are designed to<br />

destroy or negate enemy aircraft and missiles, both before and after launch. See also<br />

counterdeception — Efforts to negate, neutralize, diminish the effects <strong>of</strong>, or gain advantage<br />

from a foreign deception operation. Counterdeception does not include the intelligence<br />

function <strong>of</strong> identifying foreign deception operations. See also deception. (JP 3-13.4)<br />

counterdrug — Those active measures taken to detect, monitor, and counter the<br />

production, trafficking, and use <strong>of</strong> illegal drugs. Also called CD and counternarcotics<br />

(CN). (JP 3-07.4)<br />

counterdrug activities — Those measures taken to detect, interdict, disrupt, or curtail any<br />

activity that is reasonably related to illicit drug trafficking. This includes, but is not<br />

limited to, measures taken to detect, interdict, disrupt, or curtail activities related to<br />

substances, materiel, weapons, or resources used to finance, support, secure, cultivate,<br />

process, or transport illegal drugs. (JP 3-07.4)<br />

counterdrug nonoperational support — Support provided to law enforcement agencies or<br />

host nations that includes loan or lease <strong>of</strong> equipment without operators, use <strong>of</strong> facilities<br />

(such as buildings, training areas, and ranges), training conducted in formal schools,<br />

transfer <strong>of</strong> excess equipment, or other support provided by the Services from forces not<br />

assigned or made available to the <strong>com</strong>batant <strong>com</strong>manders. See also counterdrug<br />

counterdrug operational support — Support to host nations and drug law enforcement<br />

agencies involving military personnel and their associated equipment, provided by the<br />

geographic <strong>com</strong>batant <strong>com</strong>manders from forces assigned to them or made available to<br />

them by the Services for this purpose. See also counterdrug nonoperational<br />
