ionizing radiation — Particulate (alpha, beta, and neutron) and electromagnetic (X-ray and<br />

gamma) radiation <strong>of</strong> sufficient energy to displace electrons from atoms, producing ions.<br />

ionosphere — That part <strong>of</strong> the atmosphere, extending from about 70 to 500 kilometers, in<br />

which ions and free electrons exist in sufficient quantities to reflect electromagnetic<br />

waves.<br />

irregular forces — Armed individuals or groups who are not members <strong>of</strong> the regular armed<br />

forces, police, or other internal security forces. (JP 3-24)<br />

irregular warfare — A violent struggle among state and non-state actors for legitimacy<br />

and influence over the relevant population(s). Irregular warfare favors indirect and<br />

asymmetric approaches, though it may employ the full range <strong>of</strong> military and other<br />

capacities, in order to erode an adversary’s power, influence, and will. Also called IW.<br />

isolated personnel — US military, Department <strong>of</strong> Defense civilians and contractor<br />

personnel (and others designated by the President or Secretary <strong>of</strong> Defense) who are<br />

separated from their unit (as an individual or a group) while participating in a US<br />

sponsored military activity or mission and are, or may be, in a situation where they<br />

must survive, evade, resist, or escape. See also <strong>com</strong>bat search and rescue; search<br />

isolated personnel report — A Department <strong>of</strong> Defense Form (DD 1833) containing<br />

information designed to facilitate the identification and authentication <strong>of</strong> an isolated<br />

person by a recovery force. Also called ISOPREP. See also authentication; evader;<br />

recovery force. (JP 3-50)<br />

issue control group — A detachment that operates the staging area, consisting <strong>of</strong> holding<br />

areas and loading areas, in an operation. See also staging area. (JP 4-01.6)<br />

item manager — An individual within the organization <strong>of</strong> an inventory control point or<br />

other such organization assigned management responsibility for one or more specific<br />

items <strong>of</strong> materiel. (JP 4-09)<br />
