precautionary personnel recovery — The planning and pre-positioning <strong>of</strong> aircraft, ships,<br />

or ground forces and facilities before an operation to provide personnel recovery<br />

assistance if needed. Precautionary postures include: duckbutt; lifeguard; airborne<br />

alert; and quick response posture. Also called precautionary PR. (JP 3-50)<br />

precedence — 1. <strong>com</strong>munications — A designation assigned to a message by the<br />

originator to indicate to <strong>com</strong>munications personnel the relative order <strong>of</strong> handling and to<br />

the addressee the order in which the message is to be noted. Examples <strong>of</strong><br />

<strong>com</strong>munication precedence from most immediate to least are flash, immediate, priority,<br />

and routine. 2. reconnaissance — A letter designation, assigned by a unit requesting<br />

several reconnaissance missions, to indicate the relative order <strong>of</strong> importance (within an<br />

established priority) <strong>of</strong> the mission requested. 3. evacuation — The assignment <strong>of</strong> a<br />

priority for medical evacuation that is based on patient condition, advice <strong>of</strong> the senior<br />

medical person at the scene, and the tactical situation.<br />

precipitation static — Charged precipitation particles that strike antennas and gradually<br />

charge the antenna, which ultimately discharges across the insulator, causing a burst <strong>of</strong><br />

static. Also called P-STATIC. (JP 3-13.1)<br />

precise time and time interval — A reference value <strong>of</strong> time and time interval (frequency).<br />

Standards are maintained through traceable measurements referenced to a primary<br />

timing or frequency standard. The Department <strong>of</strong> Defense standard for precise time<br />

and time interval is Universal Coordinated Time as maintained by the United States<br />

Naval Observatory. (JP 3-59)<br />

precision bombing — Bombing directed at a specific point target.<br />

precision-guided munition — A weapon that uses a seeker to detect electromagnetic<br />

energy reflected from a target or reference point and, through processing, provides<br />

guidance <strong>com</strong>mands to a control system that guides the weapon to the target. Also<br />

called PGM. (JP 3-03)<br />

precursor — Any chemical reactant which takes place at any stage in the production by<br />

whatever method <strong>of</strong> a toxic chemical. This includes any key <strong>com</strong>ponent <strong>of</strong> a binary or<br />

multi<strong>com</strong>ponent chemical system. (JP 3-11)<br />

precursor chemical — Compounds that are required in the synthetic or extraction<br />

processes <strong>of</strong> drug production, and be<strong>com</strong>e incorporated into the drug molecule. Not<br />

used in the production <strong>of</strong> cocaine or heroin. (JP 307.4)<br />

preliminary <strong>com</strong>munications search — In search and rescue operations, consists <strong>of</strong><br />

contacting and checking major facilities within the areas where the craft might be or<br />

might have been seen. A preliminary <strong>com</strong>munications search is normally conducted<br />

during the uncertainty phase. Also called PRECOM. See also search and rescue<br />
