penetration aids — Techniques and/or devices employed by <strong>of</strong>fensive aerospace weapon<br />

systems to increase the probability <strong>of</strong> penetration <strong>of</strong> enemy defenses.<br />

penetration (air traffic control) — That portion <strong>of</strong> a published high altitude instrument<br />

approach procedure that prescribes a descent path from the fix on which the procedure<br />

is based to a fix or altitude from which an approach to the airport is made.<br />

performance work statement — A statement <strong>of</strong> work for performance based acquisitions<br />

that describe the results in clear, specific, and objective terms with measurable<br />

out<strong>com</strong>es. Also called PWS. (JP 4-10)<br />

perils <strong>of</strong> the sea — Accidents and dangers peculiar to maritime activities, such as storms,<br />

waves, and wind; collision; grounding; fire, smoke and noxious fumes; flooding,<br />

sinking and capsizing; loss <strong>of</strong> propulsion or steering; and any other hazards resulting<br />

from the unique environment <strong>of</strong> the sea.<br />

period — The time it takes for a satellite to <strong>com</strong>plete one orbit around the earth. (JP 3-14)<br />

perishable cargo — Cargo requiring refrigeration, such as meat, fruit, fresh vegetables, and<br />

medical department biologicals.<br />

permissive action link — A device included in or attached to a nuclear weapon system to<br />

preclude arming and/or launching until the insertion <strong>of</strong> a prescribed discrete code or<br />

<strong>com</strong>bination. It may include equipment and cabling external to the weapon or weapon<br />

system to activate <strong>com</strong>ponents within the weapon or weapon system.<br />

permissive environment — Operational environment in which host country military and<br />

law enforcement agencies have control as well as the intent and capability to assist<br />

operations that a unit intends to conduct. (JP 3-0)<br />

persistency — In biological or chemical warfare, the characteristic <strong>of</strong> an agent which<br />

pertains to the duration <strong>of</strong> its effectiveness under determined conditions after its<br />

dispersal. (JP 3-11)<br />

persistent agent — A chemical agent that, when released, remains able to cause casualties<br />

for more than 24 hours to several days or weeks. (JP 3-11)<br />

persistent surveillance — A collection strategy that emphasizes the ability <strong>of</strong> some<br />

collection systems to linger on demand in an area to detect, locate, characterize,<br />

identify, track, target, and possibly provide battle damage assessment and retargeting in<br />

near or real-time. Persistent surveillance facilitates the prediction <strong>of</strong> an adversary’s<br />

behavior and the formulation and execution <strong>of</strong> preemptive activities to deter or forestall<br />

anticipated adversary courses <strong>of</strong> action. See also surveillance. (JP 2-0)<br />

personal effects — All privately owned moveable, personal property <strong>of</strong> an individual. Also<br />
