initial unloading period — In amphibious operations, that part <strong>of</strong> the ship-to-shore<br />

movement in which unloading is primarily tactical in character and must be instantly<br />

responsive to landing force requirements. All elements intended to land during this<br />

period are serialized. See also general unloading period. (JP 3-<strong>02</strong>)<br />

initiating directive — An order to a subordinate <strong>com</strong>mander to conduct military operations<br />

as directed. It is issued by the unified <strong>com</strong>mander, subunified <strong>com</strong>mander, Service<br />

<strong>com</strong>ponent <strong>com</strong>mander, or joint force <strong>com</strong>mander delegated overall responsibility for<br />

the operation. (JP 3-18)<br />

injury — A term <strong>com</strong>prising such conditions as fractures, wounds, sprains, strains,<br />

dislocations, concussions, and <strong>com</strong>pressions. In addition, it includes conditions<br />

resulting from extremes <strong>of</strong> temperature or prolonged exposure. Acute poisonings<br />

(except those due to contaminated food) resulting from exposure to a toxic or<br />

poisonous substance are also classed as injuries. See also casualty; wounded.<br />

inland petroleum distribution system —A multi-product system consisting <strong>of</strong> both<br />

<strong>com</strong>mercially available and military standard petroleum equipment that can be<br />

assembled by military personnel and, when assembled into an integrated petroleum<br />

distribution system, provides the military with the capability required to support an<br />

operational force with bulk fuels. The inland petroleum distribution system is<br />

<strong>com</strong>prised <strong>of</strong> three primary subsystems: tactical petroleum terminal, pipeline segments,<br />

and pump stations. Also called IPDS. (JP 4-03)<br />

inland search and rescue region — The inland areas <strong>of</strong> the continental United States,<br />

except waters under the jurisdiction <strong>of</strong> the United States. See also search and rescue<br />

region.<br />

inner transport area — In amphibious operations, an area as close to the landing beach as<br />

depth <strong>of</strong> water, navigational hazards, boat traffic, and enemy action permit, to which<br />

transports may move to expedite unloading. See also outer transport area; transport<br />

insider threat — A person, known or suspected, who uses their authorized access to<br />

Department <strong>of</strong> Defense facilities, systems, equipment, information or infrastructure to<br />

damage, disrupt operations, <strong>com</strong>mit espionage on behalf <strong>of</strong> a foreign intelligence entity<br />

or support international terrorist organizations. (JP 2-01.2)<br />

instrument approach procedure — A series <strong>of</strong> predetermined maneuvers for the orderly<br />

transfer <strong>of</strong> an aircraft under instrument flight conditions from the beginning <strong>of</strong> the<br />

initial approach to a landing or to a point from which a landing may be made visually<br />

or the missed approach procedure is initiated. (JP 3-04)<br />

instrument meteorological conditions — Meteorological conditions expressed in terms <strong>of</strong><br />

visibility, distance from cloud, and ceiling; less than minimums specified for visual<br />
